About the position

Duties
The Chief of Residential Housing Projects and Maintenance leads the technical team responsible for housing maintenance, capital projects, inspections, and the overall management of technical operations.
Duties of the position includes, but are not limited to:
📝 Lead and oversee the development of plans, reports, and financial analyses related to asset management, Housing Services Centre (HSC) Condition Assessments, capital/recapitalization proposals, and technical services program operations.
📕 Manage and supervise the delivery of repair and maintenance operations, project development, and contract management, from initiation to implementation, through a dedicated technical services team and external service providers.
📏 Ensure regulatory compliance, guiding team members, service providers, and housing occupants on applicable policies, standards, codes, and safety regulations related to repair, maintenance, and construction.
👷 Provide expert guidance to stakeholders on technical requirements, including design specifications, technical drawings, and regulatory standards for capital and recapitalization projects.
🔍 Identify and resolve operational challenges, applying risk management, quality assurance, and issue resolution strategies to maintain service excellence.
☕ Lead and mentor a team of operational and administrative staff, overseeing performance management, recruitment, training, and professional development to build team capacity.

As a Special Operating Agency reporting to the Department of National Defence (DND), CFHA contributes to the quality of life of CAF members and their families through the provision of housing services, and through the responsible and sustainable management of the Department’s housing infrastructure. We are a team of 380 federal public servants who work hard to meet the needs of the Canadian Armed Forces families living in DND housing. We have close to 230 employees at our Housing Services Centers across Canada and 150 employees at our Head Office in Ottawa.
CFHA Yellowknife is a dynamic team of 7 full-time employees. We work together to provide housing services to approximately 190 Canadian Forces and RCMP families (members and civilians). Intent of the process
The immediate need is to staff one English Essential position on a permanent basis at the CFHA Yellowknife location. A pool will be established and may be used to staff future positions at the CFHA Yellowknife location, including both permanent and temporary positions.

CONDITIONS OF EMPLOYMENT:
• Recent and acceptable driver’s abstract.
• Valid, unrestricted driver’s licence holding a qualification (class) equivalent to the DND vehicle to be operated.
• Eligibility and willingness to obtain the DND 404 military driver's licence.
• Utilizing necessary equipment and clothing in compliance with safety regulations.
• Strict adherence to the Department of National Defence and Canadian Forces Code of Values and Ethics, Values and Ethics Code for the Public Sector, Directive on Conflict of Interest, and Defence Administrative Orders and Directives (DAOD) 7021-1, Conflict of Interest.
• Incumbent must maintain the capacity to perform the essential duties of the position on-site at the designated work location.

Operational Requirements

OPERATIONAL REQUIREMENTS:
• Willing and able to travel.
• Willing and able to work overtime on an occasional basis.
• Willing and able to meet the occasional requirement to work in confined areas such as crawl spaces or at heights such as second storey roofs.

Candidates who already meet both of the following criteria must be accepted as meeting the secondary school diploma requirement:
a) Candidates who have achieved a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; and
b) Candidates who have been appointed or deployed for an indeterminate period to a position in the EG classification.
The opportunity to be assessed by at least one of the two employer-approved alternatives must be offered to candidates who have not previously met the secondary school diploma requirement.
