About the position

Duties
Strategic Communications Unit
The Alberta RCMP Strategic Communications Unit is a fast-paced, work environment where no two days look the same. The unit provides communications assistance to all levels of the Alberta RCMP including all units and detachments. The positions in the unit provide a wide range of services for both internal and external audiences including media relations, social media management, strategic advice, crisis communications, communications planning, web support, video productions, and graphic design.
⭐Digital Media Group
The Digital Media Group manages the Alberta RCMP’s digital presence and visual communications, including social media channels, internal and external websites, video production, graphic design and photography. Its in-house specialists create communications products and provide technical and visual support for divisional operations and initiatives.
⭐Strategy Group
The Strategy Group leads communications projects that advance operational priorities, strengthen community engagement, and enhance the profile of the Alberta RCMP. The group develops proactive and responsive communications plans, messaging and campaigns for internal and external audiences, along with web and print copy, media materials, executive speaking notes and communiqués.
⭐Media Relations Group
The Media Relations Group provides timely, accurate, open and transparent communications that inform the public, support operational priorities, and strengthen trust and confidence in the RCMP. The group coordinates proactive and reactive media relations for the Alberta RCMP around the clock, ensures divisional media releases meet established quality standards and operating procedures, and supports media relations personnel through appropriate training, resources and divisional training initiatives.
Intent of the process
This is an anticipatory staffing process designed to create a pool of qualified candidates. The pool of qualified candidates may be used to staff similar positions with various tenures (i.e. indeterminate, term, deployment, acting, assignment and secondment) within the Royal Canadian Mounted Police.
Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Information regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

Conditions of employment

COE1 - RCMP Enhanced Reliability Status (ERS) security clearance.
The process requires a Security/Reliability Interview, a field investigation in matters of credit/finances, education, employment, references, etc.
COE2 - Must work overtime on short notice from time to time.
COE3 - Must be on call during evenings, weekends and on public holidays from time to time.
COE4 - Must carry and monitor a mobile communications device outside of work hours when required.
Those selected must meet and maintain the above condition of employment throughout their employment.

EDUCATION
- A degree* from a recognized post-secondary institution or an acceptable combination of education, training and/or experience**.
Notes: Based on their education, training and/or experience, indeterminate incumbents of positions in the IS classification are deemed to meet the minimum education standard when ever a bachelor's degree without specialization is called for in a position classified as IS.
*Degree: Unless otherwise specified (e.g., master's degree), the term "degree" refers to a bachelor's degree, as established by the appropriate educational authorities.
** Acceptable combination of education, training and/or experience:
- A high school diploma with at least 5 years of work experience in communications or;
- A college diploma in the field of communications with at least 3 years of work experience in communications.

EXPERIENCE
Ex1 - Experience researching and analyzing issues related to communication and the public environment.
Ex2 - Experience writing, editing and delivering a wide variety of communication products* for senior management** (or higher).
*A wide variety of communications products refers to a minimum of four (4) products such as news releases, media advisories, media lines, internal messages for employees, speeches, social media content or communication plans for internal or external partners such as federal organizations, central agencies, stakeholders, non-governmental organizations, other orders of government, or industry.
**Senior management is defined as a manager who supervises staff, assigns tasks, oversees workload and completes performance assessments for employees for a team of two employees or more. For candidates applying from within the Government of Canada, we consider senior management to be persons occupying level IS-05 and IS-06 positions. For RCMP police officers/regular members, this is the equivalent of one or two levels under the rank of Superintendent.
Ex3 - Experience in building and maintaining partnerships with stakeholders.

For example, we consider these to be operational communications at the RCMP when the communication is intended for the general public and relates to:
• Active shooter
• Massive seizure of drugs
• Current anti-terrorist operation
• Arrest of criminal leader
• Forest fire evacuation
• Flood warning
• AMBER Alert
• Organized crime operation
• Foreign interference activities
• Major fraud
• Military operations in Canada or abroad
• Massive evacuation
• Etc.
AEx7 - Experience reviewing and providing feedback on the work of peers and junior staff.
AEx8 - Experience leading short-term projects and coordinating resources, including colleagues, clients, and stakeholders.
AEx9 - Experience coordinating and facilitating the development, implementation, and evaluation of communications plans and strategies
AEx10 - Experience independently identifying strategic communications opportunities and risks and developing objectives, key messages, recommendations and activities aligned with organizational policies and priorities.
