About the position

Duties
The Senior Director of Alternative Dispute Resolution Services reports directly to the Deputy Chief Administrator of the Administrative Tribunals Support Service of Canada (ATSSC) (Assistant Deputy Minister equivalent). The Senior Director leads a team of approximately 30 dispute resolution professionals and manages a budget of approximately $3.5 million.
The Senior Director provides strategic leadership for the delivery of mediation, conciliation, collective bargaining support and other alternative dispute resolution services to the Canada Industrial Relations Board, the Canadian Human Rights Tribunal, the Federal Public Sector Labour Relations and Employment Board, the Yukon Teachers Labour Relations Board and the Yukon Public Service Labour Relations Board.
Working closely with tribunal Chairs and senior executives, the Senior Director provides strategic advice on complex and sensitive labour relations and dispute resolution matters and is an active member of ATSSC senior governance bodies. The successful candidate will also have the opportunity to lead and facilitate complex mediation, conciliation and other dispute resolution processes, including matters of significant national importance.
Work environment
The ATSSC is a department with over 600 employees. Its mandate is to provide support services to twelve (12) federal administrative tribunals, covering areas such as human rights, industrial relations, social security, international trade, specific claims of First Nations, cultural properties, and many more. Established with the goal of centralizing tribunal support services, the ATSSC is also committed to continually enhancing access to justice for the Canadian population.
Intent of the process
The intent of the process is to staff one bilingual imperative CBC/CBC position on an indeterminate basis.

EDUCATION
EDU: Graduation with a degree from a recognized post-secondary institution with acceptable specialization in industrial relations or an acceptable combination of education, training and/or experience.
An acceptable combination of education, training and/or experience may include post-secondary studies or specialized training in fields such as Human Resources, labour relations, psychology, conflict resolution, combined with significant experience as a mediator, conciliator or other neutral third party in labour or employment relations matters.

EXPERIENCE
EXP1: Significant* experience providing strategic advice and recommendations on complex** issues to senior officials or to decision makers (Director General or higher).
EXP2: Significant* experience building and maintaining relationships with internal and external stakeholders to resolve complex** issues.
EXP3: Significant* experience managing human resources***.
EXP4: Significant* experience managing financial resources****.
EXP5: Significant* experience providing strategic advice on or conducting mediation, conciliation, adjudication, collective bargaining, negotiation or other dispute resolution processes related to complex** labour relations or industrial relations matters.
*Significant experience refers to the depth and breadth of the experience associated with having performed a broad range of various related activities.
**Complex issues include at least three of the following characteristics: interjurisdictional or interdepartmental, sensitive, tight deadlines, confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the public service, or having the potential for significant media coverage.
***Applications must clearly demonstrate the following elements: recruitment of personnel, supervision of a work team, task assignment, performance management and evaluation, as well as the development of staffing plans. Applications must also specify the number of people supervised.
****Applications must clearly demonstrate the following elements: management of a budget, exercise of responsibilities in rigorous financial planning, financial forecasts, and delegated financial authorities. Applications must also specify the value of the budget directly managed.

ASSET QUALIFICATIONS
*The following criteria are assets. They are nice to have, but not essential for the position.
AEDU1: A bachelor of law degree (LL.B., LL.L., J.D. or equivalent) from a recognized university.
AEXP1: Experience providing alternative dispute resolution services in a labour relations context and/or participating directly in collective bargaining.
AEXP2: Experience working in a judicial or quasi-judicial environment, including experience supporting or contributing to adjudicative processes.
AEXP3: Experience working in the field of labour relations and/or employment standards within the federal jurisdiction or Public Sector.
