At PacifiCan, we support economic development through the following roles:
💼 Convenor – a trusted federal partner that understands local and regional circumstances and can make linkages within and outside of government to drive strategic investments and joint economic ventures.
💼 Pathfinder – connect entrepreneurs, economic development organizations and communities with federal programming and services to increase their participation in British Columbia's economy.
💼 Advisor – provide insights into regional economic issues to inform national policy and program decisions, and contribute to the development of regional engagement strategies and advice to the federal government.
💼 Investor – guide clients to access PacifiCan’s funding programs to capitalize on strategic regional investment opportunities or identify other sources of funding to support economic growth, job creation, improved economic competitiveness and other related objectives.

Intent of the process
This is an anticipatory recruitment process that may be used to fill indeterminate vacancies in addition to temporary positions in Northern PacifiCan office locations (Fort St. John, Prince George, or Prince Rupert). This process will not be used to staff PacifiCan positions in any other locations.
In addition, this recruitment process may be used to establish a pool of qualified candidates to staff similar positions of various tenures (including but not limited to term and indeterminate appointments, internal assignments, secondments, deployments, and acting appointments). The pool may also be used to staff positions with various security requirements, language requirements, and conditions of employment.

Education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in a field relevant to the position OR a combination of education, training and professional experience.

Experience:
Recent* and significant** experience:
• Working with Grants and Contributions (G&C) programs.
• Developing and sustaining collaborative working relationships with stakeholders to advance projects or initiatives.
• Providing strategic advice and recommendations to senior management including verbal briefings and the preparation of briefing notes or written materials.
• Engaging with and presenting to diverse stakeholder groups including businesses, not-for-profit organizations, municipalities or Indigenous communities.
*Recent is defined as relevant experience gained within the past five years.
**Significant is defined as relevant experience normally acquired through the full-time performance of duties for at least two years.

Knowledge:
• Knowledge of key factors influencing the Canadian economy and of the current economic and business trends, opportunities and challenges in British Columbia.
• Knowledge of the economic development ecosystem in Northern British Columbia.

Various language requirements - Most Senior Business Officer positions at PacifiCan require proficiency in English as an essential qualification. Some positions may require the use of both official languages (French and English) with various proficiency levels such as BBB/BBB or CBC/CBC.

ASSET QUALIFICATIONS
Education:
Graduation with a master’s degree from a recognized post-secondary institution with a specialization in Economics, Business, Finance, Public Administration or other field relevant to the position being staffed.

Experience:
• Experience in evaluating economic development project proposals, applications for funding, or business plans.
• Experience in developing and managing contribution agreements including monitoring progress throughout the lifecycle of a project.
• Experience working in or with Indigenous communities, organizations, businesses, or governments, and an understanding of Indigenous economic development contexts.
• Experience working in remote, rural, or geographically dispersed settings, or outside of a headquarters environment.
• Experience engaging and collaborating on policy-related or economic-related initiatives with partners or stakeholders, including other government entities and Indigenous communities.
• Experience integrating qualitative and quantitative economic data to analyze the impacts of investment decisions.
• Experience using advanced excel functions, or other reporting software applications (e.g. PowerBI) to create efficiencies in data analysis and reporting.
