About the position
Duties
The Manager, Assertion of Jurisdiction leads IOGC’s work to support First Nations in advancing greater jurisdiction, management, and control over oil and gas resources on their lands. The Manager provides leadership and oversight to IOGC’s audit functions, including production audits, royalty audits, and First Nation examinations and audits. The Manager leads strategic initiatives related to First Nations governance, assertion of jurisdiction, service transfer, and governance transition. The Manager works closely with First Nations, partners, and federal officials. The position provides strategic advice to senior management, leads engagement and co-development activities, and develops options and pathways to advance First Nation priorities. The position manages human and financial resources of the Assertion of jurisdiction team.
Work environmentIndian Oil and Gas Canada (IOGC) manages and regulates oil and gas resources on designated First Nation lands across Canada. We are a special operating agency within Indigenous Services Canada. Our dual mandate is to fulfill the Crown's fiduciary and statutory obligations related to the management of oil and gas resources on First Nation lands and to further First Nation initiatives to manage and control their oil and gas resources such as governance.

This position requires employees to work onsite five (5) days per week, and full-time remote work is not available for this role.

Education:
- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
Part A Notes:
1. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
2. An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.

Experience:
- Experience in the management of human and financial resources.
- Experience leading the development or implementation of strategic initiatives related to First Nations governance, self-determination, assertion of jurisdiction, service transfer or governance transition.
- Experience building and maintaining relationships with First Nations, Indigenous organizations, and/or First Nation partners to advance shared priorities or resolve challenges.
- Experience providing strategic advice and collaboration with at least one of federal, provincial/territorial and Indigenous government officials on complex policy, regulatory, or governance matters.
- Experience in engagement, co-development, consultation and collaborative decision making approaches used when working with First Nations in the context of First Nations governance, self-determination, assertion of jurisdiction, and governance transition.
