About the position

Duties
The Atlantic Regional Office is responsible for federal prosecutions in Nova Scotia, Newfoundland and Labrador, New Brunswick, and Prince Edward Island. The regional headquarters is located in Halifax, Nova Scotia, with regional offices in Moncton, New Brunswick, and St. John’s, Newfoundland and Labrador.
The region’s prosecution portfolio includes four primary areas of focus: prosecutions under the Controlled Drugs and Substances Act; regulatory prosecutions, including environmental and fisheries matters; proceeds of crime; and economic crime. The region’s operational requirements and geographic footprint contribute to a diverse and unique caseload across its offices.
As a Team Leader for Regulatory and Economic Crime, you will lead one of two specialized prosecution teams in the region, overseeing an interesting and challenging portfolio of regulatory and economic crime matters. Your team prosecutes offences investigated by a range of federal agencies, including Fisheries and Oceans Canada, Canada Border Services Agency, Canada Revenue Agency, and others.
Practicing in this region offers a unique and rewarding opportunity to work on complex legal issues shaped by our geography, history, and economy. Cases may involve constitutional questions, including section 35 Indigenous rights issues, cross-border criminality and regulatory offences arising at land border crossings, airports, and marine ports, as well as matters connected to fisheries, trade, taxation, and other federal regulatory regimes.
In this leadership role, you will provide strategic direction, guidance, and operational oversight to a team of approximately six prosecutors. You will be responsible for managing a diverse prosecution caseload, setting operational priorities, supporting professional development, and fostering excellence in prosecution services while ensuring the effective delivery of the Public Prosecution Service's mandate.

Intent of the process
The intent of this process is to staff one position on an indeterminate basis.
A list of qualified and/or partially qualified candidates may be established through this process and may be used to staff future vacancies within the Atlantic Regional Office. Positions may vary in tenure and security requirements.

Conditions of employment

- Security Clearance: Enhanced Secret Clearance
- Member in good standing in the Law Society of one of the provinces or territories of Canada.
- Must be a member, in good standing, of the Nova Scotia Barristers’ Society within 100 days of appointment.
- Willingness to be assigned to other types of work at the same group and level. Assignment of work may be made within or between the various teams of counsel within the office and will be based on operational considerations and will not require relocation of residence.

Operational Requirements

- Mobility: Possession of a valid driver’s licence that authorizes the holder to independently operate a passenger-class vehicle.
- Travel: sometimes on short notice, for extended periods, and may involve air travel.
- Overtime: including evenings and weekends.

You need (essential for the job)

Your application must clearly explain how you meet the following
Occupational Certification:
- Eligibility for membership in the Nova Scotia Barristers’ Society.
Essential Experience:
- Considerable* experience dealing with complex** criminal or quasi-criminal legal issues in a litigation capacity.
- At least three (3) years of experience, acquired within the last five (5) years, conducting regulatory*** prosecutions before courts.
*Considerable refers to experience showing substantial depth and breadth of experience, with evidence of progressive responsibility and increasing complexity. This level of experience typically reflects sustained involvement over an extended period, allowing the individual to develop advanced knowledge and judgment.
**Complex issues is defined as those that may involve the following components:
- Legal or financial issues of significant risk;
- Multiple parties such as investigative agencies, senior officials, provincial, federal or municipal partners;
- Multiple areas of law;
- Interconnected legal or factual issues that involve new and emerging areas of the law;
- National in scope.
***Regulatory is defined as legal work involving the investigation, prosecution, or litigation of offences under federal, provincial or territorial regulatory statutes and regulations that govern activities in the public interest, including environmental, fisheries, transportation, taxation, occupational health and safety, and other public welfare legislation, but does not include prosecutions pursuant to the Criminal Code of Canada or the Controlled Drugs and Substances Act.

Preference
