Duties
Under the general direction of the Facilities Manager, the Assistant Facilities Manager:
• Assists in the planning, coordination, and delivery of facilities management programs and services for buildings and infrastructure.
• Monitors the operation and condition of building systems including mechanical, electrical, plumbing, HVAC, and life-safety systems.
• Conducts facility inspections and identifies maintenance, repair, operational, and safety requirements.
• Coordinates and monitors the work of contractors, consultants, and service providers engaged in maintenance, repair, and construction activities.
• Assists in the development, implementation, and monitoring of preventative maintenance and asset management programs.
• Participates in the planning, coordination, and administration of facilities-related projects from initiation through completion.
• Supports procurement activities including development of statements of work, technical requirements, cost estimates, and contract administration.
• Ensures activities are conducted in accordance with applicable legislation, codes, standards, departmental policies, and occupational health and safety requirements.
• Responds to operational issues, emergencies, and service disruptions to support the continuity of facility operations.
Work environment
The Assistant Facilities Manager works in a dynamic environment supporting the operation, maintenance, and improvement of federal facilities and infrastructure. The position involves a combination of office and field work, including inspections of buildings, mechanical and electrical systems, construction sites, and research facilities. The incumbent works closely with tradespeople, contractors, project teams, scientists, and stakeholders to support facility operations, maintenance programs, and capital projects. Occasional travel within the local area, on-call responsibilities, and response to operational emergencies may be required.

Education:
Possession of a valid applicable Provincial/Territorial Trade Certificate or Interprovincial Red Seal Certificate of Qualification that is applicable in the position being staffed.

Experience:
-Experience working in the field of facilities management or project management related to buildings or construction projects.
-Experience managing teams of staff and/or contractors to provide maintenance, repair or project delivery.
-Experience maintaining one or more building mechanical systems.
-Experience inspecting* building operating systems and structures.
-Experience planning, scheduling or coordinating the work of service providers responsible for operations and maintenance activities that involve various types of trades.
*Inspecting means: The need to assess building systems and equipment, ensuring compliance with applicable codes which requires onsite visual inspection of all aspects of the facility. Visual Inspection, used in maintenance of facilities, means inspection of equipment and structures using either or all raw human senses such as vision, hearing, touch and smell and/or any non-specialized inspection equipment.
Applied / assessed at a later date
Knowledge:
-Knowledge of maintenance requirements in the operation of a facility such as, but not limited to:
- Plumbing;
- Heating;
- Electrical;
- Carpentry;
- Refrigeration; and
- instrumentation.
-Knowledge of the Canadian Electrical Code, Canadian Plumbing Code, National Building Code of Canada, National Fire Code of Canada.
-Knowledge of principles for building operation, practices of modern building systems technology (e.g. remote monitoring, automation, carbon neutrality) and life-cycle maintenance planning.
