More specifically, we work within the Regional Operations Sector, a team at the heart of the action and the implementation of DEC’s mandate. Our environment is fast-paced, driven by a constant desire to modernise our ways of working and improve our practices.
Intent of the process
The immediate intent of the process is to fill positions on a temporary basis (Term, acting or assignment) at Canada Economic Development for Quebec Regions (CED).
This process could also be used to establish a pool of qualified candidates and could be used to fill similar positions within the various Business Offices at Canada Economic Development for Quebec Regions (CED) with various official language proficiencies (French Essential, Bilingual Imperative BBB/BBB), and using various staffing mechanisms (Indeterminate, Term extension, Term deployment, Secondment, Assignment).

In line with Treasury Board Secretariat (TBS) direction, Canada Economic Development for Quebec Regions (CED) intends to adopt a common hybrid work model where employees work at their designated worksite at least 4 days each week, as of July 6, 2026. Those positions require on-site presence in accordance with the currency policy on the office attendance and also require the ability to travel within the territory covered by the business office to which the position is assigned.
Candidates must meet the essential qualifications to be appointed to a position. Other qualifications may be considered in the selection of the appointee.

Assessments:
The written communication may be assessed throughout the selection process, from the time the application is submitted until the process is closed, in particular through the use of screening questions and the curriculum vitae.
Candidates’ qualifications will be assessed using various assessment tools and methods, including, but not limited to, a portfolio, simulations, interviews, second language evaluation, reference checks, written examinations and previous performance agreements.
When answering the screening questions related to your qualifications, provide complete and detailed information related to your experience. Make sure this information is included in your application as well as in your resume. Do not assume that the screening board has previous knowledge of your background, qualifications, or work history. You must be specific and provide concrete examples for each “Experience” element, as applications will be screened on the information provided by the candidate. Failure to provide sufficient information may result in your application being screened out of the competition.
Organisational needs:

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in a field relevant to the duties of the position, such as business administration, finance, etc.
The term “degree” refers to a baccalaureate as established by educational authorities.

EXPERIENCES
EXP1: Significant* experience in delivering funding programmes for small and medium-sized enterprises (SMEs) and/or non-profit organisations (NPOs), including business development, support and advisory services for entrepreneurs, analysis and formulation of recommendations regarding funding applications, as well as active management of a client portfolio. This experience includes, in particular, assessing the feasibility of projects, analyzing the financial health of organisations (financial statement analysis and the calculation and interpretation of financial ratios), and evaluating associated risks.
EXP2: Experience in establishing and/or maintaining strong business relationships with a wide range of stakeholders** to achieve results and advance shared priorities for the entrepreneurial ecosystem comprising SMEs and NPO’s.
EXP3: Experience in researching, analysing and organising relevant information, with the aim of integrating it into reports, memos or briefing materials to support the formulation of appropriate recommendations for the decision-makers***.
*Significant: A significant experience is defined as one whose scope, depth, and diversity correspond to the experience gained through performing various complex activities related to the task.
**Stakeholders: Stakeholders refer to internal and/or external representatives of the federal, provincial, or municipal government; private-sector organizations, particularly SMEs; or nonprofit organizations.
***Decision-makers: Director level or higher.
