About the position
DutiesReporting to the Executive Vice President, Regulatory, the Professional Leader (PL), provides executive leadership as the professional head of the engineering function and serves as a member of the executive leadership team. The PL does not supervise any direct reports. The PL is accountable for stewarding engineering excellence across the organization, delivering results within assigned authorities, and enabling regulatory outcomes through strong technical leadership. Providing engineering oversight in a regulatory context, the PL is the lead steward of the CER’s risk-informed approach to pipeline integrity, beyond simple adherence to prescriptive design-based requirements. This is done in consideration of multiple inputs including evolving hazards, societal and regulatory objectives, as well as organizational priorities and regulations.
The PL Engineering provides expertise including review and assessment of facility applications, operational compliance, and engineering matters as they relate to the Canadian Energy Regulator Act, the Canada Oil and Gas Operations Act, and the NWT Oil and Gas Operations Act; and development of regulations and standards applicable to the regulation of engineering as it relates to federally regulated energy infrastructure. Included amongst the duties of the incumbent are:
• Provide expert engineering leadership to a community of engineers and technologists, demonstrating exceptional judgment, strategic thinking, integrity, diplomacy, and strong interpersonal skills.
• Shapes the technical capacity of the organization to achieve regulatory excellence, characterized by exceptional technical competence and the highest standards of integrity.
• Establish and lead engineering professional networks (engineers, technologists) and communities of practice to enable dialogue, knowledge exchange, and organizational alignment.
• Partner with the other members of the Professional Leadership team to implement, sustain, and evolve the Technical Excellence Program
• Advise senior leadership on engineering capability, technical risk, and emerging gaps, and recommend strategies to address short and long term capacity needs.
• Serve as the CER’s senior engineering authority, providing authoritative technical advice to Commissioners, executive management, and staff to support sound, defensible, and forward looking decisions.
• Represent the organization as the senior engineering authority on complex and high profile technical matters, supporting regulatory credibility, public confidence, and sound governance.
• Provide senior level advice on key and complex technical and policy matters to the Commission, Board of Directors and Indigenous Advisory Council, senior management, and staff.
Work environmentThe Canada Energy Regulator (CER) works to keep energy moving safely across the country. We review energy development projects and share energy information, all while enforcing some of the strictest safety and environmental standards in the world. Headquartered in Calgary, Alberta with regional offices in Montréal, Vancouver and Yellowknife, the CER has approximately 600 employees. 1. Salary: Effective 1 July 2024 NEB 14, $164,000 to $204,900 (subject to revision)
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• Members of the Executive Group are currently eligible to receive a lump sum performance award as a percentage of base salary and are also eligible to receive an annual retention bonus.

Experience:
E1. Extensive* experience in technical, regulatory and business issues related to pipeline engineering in the oil and gas sector.
E2. Extensive* experience with creating and maintaining senior-level partnerships, and liaising with federal government, provinces and territories, and Indigenous peoples and governments on complex pipeline engineering matters.
E3. Extensive* experience leading, coaching and mentoring a team of professional engineers and safety professionals.
E4. Extensive* experience in presenting analysis and strategic advice and recommendations to senior executives, both orally and in writing.
*Extensive is defined as having the depth and breadth of experience normally associated with having performed a broad range of various related activities which would have been acquired over approximately the last ten years.

Asset Qualifications
AQ1 Specialized expertise obtained through post-graduate work related to pipeline engineering including practical field experience and publication of research in the peer-reviewed scientific literature.
AQ2 Experience in development and implementation of Integrity Management systems and outcome-based regulation.
AQ3 Significant experience in, and contribution to, the interpretation of engineering codes and the development and industry consensus standards such as CSA standards.
AQ4 Experience with incorporating the unique circumstances and concerns of Indigenous Peoples and communities as it relates to resource development or infrastructure projects.
