The Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) is at the forefront of ensuring the safety of Canadians and the integrity of Canada’s financial system. As Canada’s financial intelligence unit and AML/ATF supervisor, FINTRAC helps combat money laundering, terrorist financing, and threats to the security of Canada.
As a Senior Development Operations Specialist, your key responsibilities will include:
• Design, implement, and maintain automated build, test, and deployment pipelines to support stable and repeatable delivery of government digital services.
• Collaborate with application development, IT operations, cybersecurity, and enterprise architecture teams to advance DevOps practices and platform modernization initiatives.
• Build and manage secure, compliant infrastructure (on premises and/or cloud) using Infrastructure as Code, in alignment with government standards and policies.
• Implement and maintain monitoring, logging, and incident response capabilities to support service reliability and operational transparency.
• Troubleshoot and resolve complex technical issues; conduct root cause analysis and contribute to continuous service improvement.
• Develop and maintain technical documentation, standards, and operating procedures to support auditability and knowledge transfer.
• Provide technical leadership, guidance, and mentorship to DevOps and IT staff; contribute to communities of practice.
Work environmentFINTRAC is a separate agency and has its own classification system. This position is classified as FC-07 and is generally comparable to (but not an exact equivalent of) the IT-03 group and level.
This position requires onsite presence at FINTRAC headquarters (234 Laurier Avenue West, Ottawa, Ontario) a minimum of three (3) days per week, with the remaining workdays completed remotely, where operationally feasible. Onsite presence may increase beyond three (3) days per week based on operational requirements.

EDUCATION:
ED1 - Graduation from a two‑year program of study from a recognized post‑secondary institution (e.g., college or university) with acceptable specialization in:
• Computer science
• Information technology
• Information management
• Or another specialty relevant to the position to be staffed

EXPERIENCE:
E1 – Recent* and significant** experience designing and operating automated build, test, and deployment pipelines using tools such as Azure DevOps, GitLab CI/CD, GitHub Actions, Jenkins, and artifact repositories (e.g., Nexus, etc.) to support secure, reliable, and repeatable delivery.
E2 – Recent* and significant** hands-on experience provisioning and managing infrastructure using Infrastructure as Code tools (e.g., Terraform, ARM/Bicep, Ansible, Puppet) across cloud platforms (Azure and/or AWS) and on premises environments (e.g., VMware, OpenStack).
E3 – Experience building and supporting modern application platforms using containers and orchestration technologies such as Docker and Kubernetes (e.g., AKS, EKS, OpenShift), including integration with CI/CD pipelines and operational tooling.
E4 – Experience implementing secure DevOps practices, including access management, secrets handling, vulnerability scanning, and policy enforcement, aligned with Government of Canada security, privacy, and compliance requirements.
E5 – Experience implementing and leveraging monitoring, logging, and alerting solutions (e.g., Azure Monitor, Prometheus, Grafana, ELK/Elastic Stack, Splunk) to support service reliability, incident response, and root cause analysis.
E6 - Demonstrated experience providing technical leadership and mentorship, and producing technical documentation, standards, and operating procedures to support auditability, operational continuity, and knowledge transfer in a regulated environment.
*Recent experience is defined as acquired within the last five (5) years.
** Significant experience is defined as having the depth and breadth of activities, as well as the complexity, diversity, and level of autonomy typically associated with having performed such duties for a minimum of two (2) years of cumulative experience.

K1 – Knowledge of DevOps and Site Reliability Engineering (SRE) concepts, including automation, continuous integration and deployment (CI/CD) as well as infrastructure as code.
K2 – Knowledge of secure hybrid IT environments, including cloud and on-premise platforms.
K3 – Knowledge of Software Development Life Cycle (SDLC) methodologies.

ASSETS:
AED1 – Experience working in a Government of Canada IT environment, including knowledge of Treasury Board policies, GC Digital Standards, or departmental security and architecture governance.
AED2 – Hands on experience with Azure platform services (e.g., Azure DevOps, AKS, Azure Monitor, Azure Policy), particularly in enterprise or hybrid environments.
AED3 – Experience operating enterprise on premises platforms, such as VMware, OpenShift, or OpenStack, including integration with cloud services.
AED4 – Professional certifications in cloud, DevOps, or infrastructure (e.g., Azure Solutions Architect, Azure DevOps Engineer, AWS, Kubernetes, ITIL).
AED5 – Experience with enterprise identity and access management, including Active Directory, Azure AD, RBAC, and secrets management tools.
