Intent of the process
The results of this process will be used to staff an English essential position indeterminately within the National Capital Region.
A pool of qualified candidates may be established to staff identical or similar positions with various language requirements at Transport Canada.

OTHER CONDITIONS OF EMPLOYMENT
All Streams
• Must hold a valid Passport for international travel.
• Must hold a valid Provincial/Territorial driver's license.
• Must possess and maintain professional aviation currency.
• Must hold a Canadian Airline Transport Pilot Licence that meets all applicable currency requirements to be able to exercise the privileges of the licence or a Canadian Commercial Pilot Licence - Helicopter Category with a Group IV Instrument Rating that meets all applicable currency requirements to be able to exercise the privileges of the licence, as applicable.
Stream 1 & 2
• Must possess and maintain as required:
- One or more Aircraft Type Rating
- Category 1 Civil Aviation Medical Certificate

OPERATIONAL REQUIREMENTS
• Willing and able to work overtime on short notice.
• Willing and able to respond to work situations after hours and on weekends at short notice.
• Willing and able to travel within Canada and/or abroad on a regular basis.

Occupational Certification
OC1: Possession of a medically valid Canadian Airline Transport Pilot License – Aeroplane Category with a valid Group I Instrument Rating AND possession of a valid Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical);
OR
OC2: Possession of a medically valid Canadian Commercial Pilot License – Helicopter Category with a valid Group IV Instrument Rating AND possession of a valid Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical).

Experience
All Streams
EX1: Extensive* experience in civil aviation activities.
EX2: Experience in working with risk management concepts and principles.
EX3: Experience dealing with complex** operational situations.
*Extensive is defined as experience demonstrating depth, complexity, and sustained responsibility in civil aviation, assessed based on scope, level of responsibility, and operational or regulatory context rather than solely on duration. Continuous, high intensity experience may be considered equivalent to longer duration experience.
**Complex situations are defined as those requiring in depth analysis and collaboration with colleagues, other teams, or management.
Stream 1
EX4: Total of 3,000 hours of flight time, which includes 1,500 hours as pilot-in-command of which 500 hours is in either multiple engine aeroplanes OR Transport Category helicopters.
EX5: Experience on advanced technology aircraft.
EX6: Experience working in an a Safety Management System SMS environment.
Stream 2
EX7: Total of 2,500 hours flight time, which includes 1,000 hours as pilot-in-command OR Total of 2,500 hours flight time, which includes 1,000 hours as pilot-in-command.
EX8: Extensive experience (at least ten years) in civil aviation activities.
EX9: Experience with operations involving multi-engine aircraft.
EX10: Experience in conducting training lessons or information briefings.
Stream 3
EX11: Total of 1,500 hours of flight time, which includes 1,000 hours as pilot-in-command.
EX12: Extensive experience (at least five years) in civil aviation activities.
EX13: Experience in conducting training lessons or information briefings.
Knowledge
K1: Knowledge of the Canadian Civil Aviation legislation such as the Aeronautics Act, Canadian Aviation Regulations (CARs) and associated standards.

ASSET QUALIFICATIONS
Education
AED1: Degree or diploma from a recognized post-secondary institution.

AED2: Degree or diploma in Aviation Management or an aviation related field.

Knowledge of the Aviation Act, the Civil Air Navigation Services Commercialization Act (CANSCA) and the Canadian Aviation Regulations (CARs), principally Criteria for the Development of Instrument Procedures – TP308/GPH209.
