About the position
DutiesReporting to the Director of Real Property & Environmental Management, the Facility Manager supports the daily operations of a facility occupied by CFIA employees. Responsibilities include supervising onsite staff, managing facility operations, and implementing maintenance programs, including preventative and life-cycle replacements. This role requires adaptability and flexibility to address shifting priorities and unexpected challenges.
Duties include (but are not limited to):
• Manage, oversee, and direct O&M and PM programs, including developing technical specifications for service contracts and validating program effectiveness.
• Manage, plan, prioritize, maintain, and deliver short term minor and major capital projects.
• Oversee and manage budget allocations for O&M and PM programs, as well as minor and major projects.
• Investigate, troubleshoot, and resolve performance issues with building facilities and equipment systems related to facility operations.
• Serve as the lead project officer for all construction projects, providing preliminary design criteria, technical requirements, solution options, and preparing project approval documentation.
• Ensure business program needs are met efficiently and safely by evaluating building operations and understanding end-user requirements.
• Provide senior management with advice on portfolio investments and code compliance while serving as a technical liaison for the facility.
Work environment
The Agency has adopted a common hybrid work model that aligns with the Federal Public Sector, with all staff working onsite a minimum of 3 days per week or 60% of their regular schedule. Depending on the role, some positions require full-time on-site presence, while others allow for a potential mix of onsite and telework to leverage the best of both in-person and virtual work. Flexible arrangements may be discussed during the hiring process, depending on position-specific operational requirements.

Conditions of employment

EE2 - Experience in managing contracts and administering the delivery of real property services.
EE3 - Experience working with budgets, such as setting forecasts, tracking expenditures or preparing various financial reports.
EE4 - Experience in leading multi-disciplinary teams.
