About the position

Duties
Marine Environmental & Hazards Response (MEHR): Responding to and preparing for pollution incidents and spills.
Monitoring and Compliance (M&C): Ensuring compliance with legislation and regulations, and holding polluters accountable.
Search and Rescue (SAR): Under the direction of the Canadian Coast Guard Deputy Superintendent of Search and Rescue this position carries out emergency Search and Rescue training, liaison, exercising and support to response duties in the marine environment as part of the Canadian Coast Guard’s federal mandate. This primarily includes maintaining equipment, vessels and vehicles and carrying out administrative duties in the headquarters area including human resource and financial management. The GT-05 Senior Search and Rescue Program Officer may also be called upon to respond to SAR and emergency response activities when operating in the field. In addition the Senior Search and Rescue Program Officer provides supervision for Search and Rescue Program Officers (GT-04) in the field and completes reports and assessments for Canadian Coast Guard senior management.

The Canadian Coast Guard (CCG) is a special operating agency within the Department of National Defence (DND). We work to ensure the safety of mariners in Canadian waters and protect Canada’s marine environment. We support Canada’s economic growth through the safe and efficient movement of maritime trade. We help to ensure our country’s sovereignty and security through our presence in Canadian waters. The CCG proudly serves 243,000 kilometers of Canada’s vast and rugged coastline, the longest coastline of any given country, and is one of the few federal agencies that provides direct, front-line services 24 hours a day 7 days a week.
Intent of the process
We are looking to fill multiple GT-05 positions within the Canadian Coast Guard in the Arctic region. Possible locations include: Yellowknife, NT; Inuvik, NT; Hay River, NT; Rankin Inlet, NU; Iqaluit, NU.
In addition, a pool of candidates may be created and may be used to staff similar term and/or permanent (indeterminate) positions in various locations that report to the Arctic Region with the Canadian Coast Guard (CCG).
Other Departments and Agencies who have positions in Nunavut, Nunatsiavut, Nunavik or the Northwest Territories and the marine areas of James Bay and Hudson Bay may also be able access this qualified pool. Linguistic profile requirements as well as tenures, position location and/or security clearance may vary according to the position being staffed.

• Must have a valid and unrestricted driver's license or be able to drive as a licensed driver
• Valid Health Canada medical certificate
• Travel on short notice and work overtime
• Travel on various means of transport including ships, small vessels and aircraft to remote locations and abroad, knowing that such travel may be frequent and seasonal;
• Work overtime, be on call according to a schedule (day and night, seven days a week) and occasionally work weekends, in accordance with the pertinent collective agreement;
• Work in potentially hazardous and /or adverse conditions such as those found in the marine environment and in remote locations;
• Work in emergency situations;
• Travel for extended periods on short notice;
• Wear the Canadian Coast Guard uniform;

A deck or engine room Marine Certificate of Competency issued under the CANADA SHIPPING ACT, 2001 Marine Personnel Regulations SOR/2007-115 for a Master Limited (60 Ton) or higher, or a Fourth-Class Engineer, Motor Ship or higher. Certificates will be rated in order of precedence according to the regulations
Radio Operator’s Certificate (Maritime) or higher
Accredited qualifications as an instructor for first aid, or exercise development and delivery, or small vessel operations
Small Vessel Operator’s Certificate (SVOP)
Rigid Hull Inflatable Operator Training (RHIOT)
Rescue Specialist Qualifications (standard FA, MAFA, RS)
Possession of a Marine Emergency Duties certificate
Workplace Hazardous Materials Information System (WHMIS) certification
Hazardous and Noxious Substance certification
Incident Command Certification 100 (or higher)
Experience in small craft operations
Experience developing and directing exercises
Experience with Search and Rescue response operations at a field level
Experience using GIS mapping software
Experience in basic mechanics such as small engines, small boats, etc. and in simple maintenance of small equipment or assets such as pumps, skimmers, outboard engines
Experience in responding to pollution incidents including the assessment of hazardous and noxious substances in the marine environment
Experience in conducting goods and services procurement in the Federal Government
Experience enforcing legislation or by-laws (laying of tickets and/or charges, attending court with a law enforcement organization of a security agency).
Experience working in the Arctic or on Arctic-related files.
Experience working with Northern Inuit, First Nation or Métis partners or organizations
