About the position

Duties
The Technical Services Officer works from Rocky Harbour, NL and is responsible for staff and maintenance at number of sites in Western Newfoundland, including:
• Gros Morne National Park
• L’anse aux Meadows National Historic Site
• Port au Choix National Historic Site
The position primarily plans, supervises, and oversees technical services to support a planned asset management program. The Technical Services Officer also leads a team and manages contracts and budgets.
Intent of the process
The results of this process will be used to fill two (2) term positions, approximately six (6) to twelve (12) months duration, with possible extension.
The results from this competition may be used to staff similar positions in the future on an indeterminate, term, seasonal or acting assignment basis.

Conditions of employment

• Obtain and maintain a Reliability security clearance;
• Possess and maintain a valid Class 5 driver’s license.

Operational Requirements

• Willingness to wear a Parks Canada uniform, identified clothing and necessary protective equipment;
• Willingness to travel and work in a variety of weather conditions and terrain for extended periods of time;
• Willingness to do overtime and to work on weekends and statutory holidays.

You need (essential for the job)

Your application must clearly explain how you meet the following
EDUCATION:
Post-secondary diploma in civil engineering technology, architectural technology, construction engineering technology, mechanical engineering technology or an acceptable combination of experience and education.

EXPERIENCE:
• Experience coordinating asset maintenance activities and monitoring budgets associated with capital projects and/or operational activities;
• Experience inspecting and evaluating infrastructure;
• Experience in human resources administration including supervision, performance management and health and safety;
• Experience writing technical documents such as request for proposals, calls for tenders, and specifications;
• Experience developing work plans and budgets.
Applied / assessed at a later date
KNOWLEDGE:
• Knowledge in the practices associated with asset and building maintenance;
• Knowledge of contract administration and procurement processes;
• Knowledge of health and safety legislation and safe work practices pertaining to asset management and operations;
• Knowledge of Canadian codes and standards associated with construction and maintenance of assets. These may include National Building/Fire/Plumbing Codes, Canadian Electrical Code, CSA codes, and Provincial codes and regulations.
ABILITIES:
• Ability to communicate effectively orally and in writing;
• Ability to prioritize, problem solve and provide sound recommendations;
• Ability to supervise and provide leadership;
• Ability to develop and execute work plans.

• Adaptable and flexible.
