Duties
Restorative Practitioner (WP-04)
In this role, you will:
• Prepare and facilitate trauma-informed, anti racist restorative engagement processes virtually and in person.
• Prepare and support both Class Members and Defence Representatives so they can participate in restorative engagement in ways that centre dignity, listening, reflection, and institutional learning.
• Provide referrals and create a space where participants are able to share safety and wellbeing needs.
• Document engagement activities using a secure case management system
• Engage in peer debriefing, and reflective practice to sustain ethical and emotionally demanding work
• Facilitate learning and preparation sessions with Defence Representatives to support their understanding of: restorative engagement, racial harm and institutional impacts, and their role and responsibility to contribute to institutional learning and change.

Senior Restorative Practitioners (WP-05)
In this role, you will:
• Supervise WP-04 practitioners, including assigning work, approving leave, supporting performance management, and fulfilling administrative supervisory responsibilities in accordance with public service policies
• Provide professional leadership that centers trauma-informed, anti-racist, and accessible restorative practice
• Support safe, principled, and consistent engagement across complex cases by coaching practitioners on power, risk, pacing, and participant safety
• Mentor practitioners through challenging situations without displacing their professional judgement
• Foster reflective practice, learning, and wellbeing among practitioners
• Model ethical, accountable, and high-integrity restorative practice in individual and group sessions
• Lead a community of practice that supports shared learning, reflection, and mutual support
• Use secure case management to review files, identify patterns, and support program integrity
• Share lessons learned from practice to support quality, participant safety, and the ongoing effectiveness of restorative engagement
• Step into all aspects of restorative practice on complex or high-risk files as required

Intent of the process
Canadian Armed Forces Systemic Racism Class Action and Restorative Engagement.
The Canadian Armed Forces (CAF) Systemic Racism Class Action is a Federal Court–approved settlement addressing racial discrimination and racial harassment experienced by current and former CAF members. The settlement recognizes that racial harm occurred and includes both financial compensation and non-financial measures to acknowledge harm and support lasting institutional change.
One of the key non-financial measures is Restorative Engagement. This is a voluntary, participant-centred process where Class Members can share their experiences of racial discrimination and racial harassment in a supported and facilitated setting. Participation is always a choice. Class Members decide whether and how they wish to take part.
Restorative Engagement is grounded in dignity, safety, consent, and respect. It creates opportunities for participants to be heard, to contribute to institutional learning, and to support efforts to address and eliminate racism within the CAF.
Restorative Practitioners support this process by preparing participants, facilitating restorative dialogue, and helping ensure engagement takes place in ways that are trauma-informed, culturally responsive, and respectful of living experience.

The intent is to staff up to 60 sunset funded term positions at the WP-04 and WP-05 levels.
A pool of candidates may be established and may be used to staff similar positions with various employment tenures, language profiles, security requirements and conditions of employment.
Employees located in the National Capital Region (NCR) will be required to work on-site in accordance with Treasury Board policy. Employees outside the NCR may also be required to work on-site in the future, subject to Treasury Board direction. Employees outside the NCR may be considered for remote work arrangements on a case‑by‑case basis.

EXPERIENCE
BOTH WP-04 AND WP-05:
▶ EX1: Experience in providing direct support or services to individuals who have experienced harm related to racial discrimination* or racial harassment.**
▶ EX2: Experience conducting*** in person and virtual restorative processes **** such as facilitating dialogue, supporting reflection on harm and impact, and engaging individuals or groups in accountability and learning.
▶ EX3: Experience conducting*** or co conducting group restorative processes***** such as facilitated group dialogues or circle-based processes, involving multiple participants affected by harm or connected to the experience.
(A minimum of ten (10) group restorative processes is generally expected; however, fewer may be considered when the candidate can demonstrate significant case complexity, diversity of participants, or level of autonomy exercised).
▶ EX4. Experience in performing administrative tasks such as coordinating and facilitating virtual meetings and managing records.
*Racial Discrimination means any unfair treatment, adverse differentiation or bias that is based on an individual’s race, ethnicity, colour and/or Indigeneity
**Racial Harassment means any conduct that is based on another individual’s race, ethnicity, colour and/or Indigeneity that is known or should reasonably be known to be offensive or cause harm – including objectionable act(s), comment(s), or display(s) that demean, belittle, or cause personal humiliation or embarrassment, and any act of intimidation or threat. Harassment may be a series of incidents or one incident which has a lasting impact on the individual.
***Conducting is defined as having a formal role, such as a facilitator, mediator, Circle keeper, or other relevant role.
**** Restorative processes are facilitated, principle-based, relational approaches to working with people affected by harm. They focus on listening, learning, and accountability, attending to context and impact, and supporting individuals and groups to reflect on responsibility and identify actions that contribute to positive change.
****** Group restorative processes are facilitated group dialogues grounded in restorative principles that bring together people affected by harm and others connected to the experience to share perspectives, understand impacts, and support accountability, learning, and change. These processes often use circle-based formats to support equitable participation and informed
reflection.
WP-05 Only:
▶ EX5: Significant experience conducting restorative processes****.
▶ EX6: Significant experience supervising employees.
▶ EX7: Significant experience providing practice support****** to other practitioners through mentoring and coaching.
Significant experience is defined as depth and breadth of experience normally associated with the performance of those duties on a regular basis for a period of approximately 4 years or more. However, a shorter duration may be considered based on the depth and breadth of activities, the complexity and diversity of work handled, as well as the level of autonomy demonstrated.
******Practice support refers to structured, relational support provided to other restorative practitioners to strengthen their practice, build skills and confidence, and support ethical, reflective, and effective engagement in restorative work.
In the context of restorative practice, practice support may include mentoring, coaching, peer consultation, reflective debriefing, and guidance on facilitation, process design, boundaries, and practitioner well-being. It focuses on learning, professional growth, and practice improvement.

ASSET EDUCATION
▶ AED1 : Successful completion of specialized training in restorative practices such as training in restorative facilitation, restorative dialogue, or circle-based processes. This may include certificate or continuing education programs, Indigenous-informed relational practice training, or sector-specific restorative practice training focused on responding to harm, fostering accountability, and supporting positive change in behaviours, relationships, and practices.
▶ AED2: Successful completion of specialized training in Anti Racism, Anti Oppression, decolonization equity, diversity and inclusion, intersectional or trauma informed approaches.
