About the position

Duties
The Analyst, Planning and Events Management Unit (PEMU) supports PPS in researching, analyzing, coordinating, and preparing products that enable the effective planning and delivery of events across the Parliamentary Precinct. The analysis provided supports decision-making and operational readiness, helping ensure events are secure, well-organized, and effectively managed. Typical activities include:
• Conducting open/closed-source research and synthesizing information to support event planning and risk mitigation;
• Preparing concise briefing materials (reports, presentations, dashboards) for management and senior management;
• Coordinating with internal/external partners to support integrated planning, stakeholder engagement, and operational alignment;
• Monitoring trends (e.g., crowd dynamics, relevant social media indicators) and contributing to mitigation strategies;
• Supporting the development and continuous improvement of PEMU processes, tools, and performance measures.
Work environment
The Parliamentary Protective Service (PPS) is a separate and distinct organization and is not subject to the Public Service Employment Act. PPS has its own classification, compensation system, and staffing regime. Persons appointed to PPS continue to be part of the federal government and receive the Public Service Pension Plan and Public Service Insurance Benefits Plan.

The purpose of this recruitment and selection process is to staff one (1) anticipated indeterminate position and/or to establish a pool of qualified candidates.
The pool may also be used in the future to staff similar positions within PPS.

Conditions of employment

Top Secret security clearance - You must be eligible to obtain both a Site Access Clearance and Top Secret clearance. The process involves a background investigation that includes:
• a loyalty assessment;
• law enforcement verifications;
• credit and financial verifications;
• a security interview wherein questions may include (but are not limited to) previous employment, online activities, financial situation, alcohol and/or drug use;
• personal references as well as previous employers will also be contacted as part of the security screening process.
You must also consent to completing a personal history questionnaire, be fingerprinted, and photographed.

Operational Requirements

• Willing and able to work overtime during evenings and weekends when required due to various events.
• Willing and able to work statutory holidays (including Canada Day) when there are events within the precinct.

EDUCATION:
Successful completion of a post-secondary program* related to the position (e.g., event management, public administration, political science, security studies, criminology, communications, business administration, data analytics) OR an acceptable combination of education, experience, and training.
*The educational program must be from an accredited learning institution recognized in Canada. If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada.

EXPERIENCES:
E1 - Significant* and recent** experience conducting research across open and/or closed source platforms and analyzing various types or sources of information to support event planning and decision-making processes.
E2 - Significant* and recent** experience preparing briefing materials (such as reports, presentations, dashboards, and other communication tools) for management or senior management.
E3 - Experience managing multiple priorities and working under tight timelines with changing priorities in a fast-paced environment.
E4 - Experience synthesizing and formatting large quantities of information for operational use.
DEFINITIONS:
*Significant* is defined as the depth and breadth of experience normally associated with having performed a broad range of activities related to this task, acquired on a full-time basis over a given period of time.
**Recent** means within the last five (5) years.

AE1 - Successful completion of an undergraduate degree in a field related to the position.
AE2 - Experience analyzing crowd behaviours and/or monitoring social media to inform event planning.
