About the position

Duties
Duties include, but are not limited to:
• Plans and develops processing, analysis and dissemination of information used to forecast resource requirements, enable decision making, identify trends, and support operational change at VAC.
• Conducts research and analysis to prepare and support all national reporting requirements for the assessment of the operational and program impacts of proposed program changes.
• Creates, develops and maintains datasets/databases for special projects (i.e. manually captured data/file reviews/internal survey data) used for national forecasting and reporting.
• Designs information management processes such as reports and multi-dimensional data applications, software or dashboards; validates and visualizes data; and conducts data cleaning and testing based on the corporate data warehouse.
• Consults with clients and interprets user requests to determine the nature, feasibility and methodology options for providing the information required.
• Participates as a member of multi-disciplinary teams and working groups.

Step 1: Screening (Review of Applications)

Education
ED 1 - Graduation with a degree from a recognized post-secondary institution with acceptable specialization* in economics, sociology or statistics.
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training, and/or experience.
*Specialization is defined as a degree from a recognized post-secondary institution with minimum of two courses in economics, sociology, or statistics, or a University degree and minimum one year work experience preparing, creating or managing statistical reports or creating reports from primary data using data query and retrieval tools.
Proof of education and specialization (transcript) may be requested later in the recruitment process.

Experience:
EX 1 - Experience working with structured or unstructured data, for example in data extraction, validating, processing, cleaning, managing, categorizing, visualizing, or analyzing.
EX 2 - Experience in summarizing data and presenting insights in a report, dashboard, or other technical document.
EX 3 - Experience using spreadsheet software (such as Excel, Google Sheets etc.).

Asset Education
AED 1 - A degree or diploma from a recognized post-secondary institution in statistics, actuarial science, mathematics, data science, data analytics, business analytics, computer science, computer engineering, applied finance, software engineering, artificial intelligence, or machine learning.

Asset Experience:
AEX 1 - Experience as a member of the Canadian Armed Forces.
AEX 2 - Experience using Business Intelligence tools. Examples include software like Power BI, Tableau, SPSS, Stata, MATLAB, R or SAS; or programming languages like SQL, Ruby, Python, C++, R, MATLAB or JavaScript.
AEX 3 - Experience working in the VAC Reporting Database (RDB) / Enterprise Data Report Portal.
AEX 4 - Experience in preparing formal responses to ad hoc requests, such as: Parliamentary Written Questions, Access to Information and Privacy (ATIP) requests, media requests, etc.
AEX 5 - Experience reporting on VAC program delivery or performance.
AEX 6 - Experience using IBM Cognos Analytics.
AEX 7 - Experience developing model testing and validation frameworks.
