About the position

Duties
STREAM 1: EG-05 Project Officer (Construction)
Delivery of specialized technical support services for the planning, design, construction, operation, maintenance, and use of building facilities, as well as project management support for construction/maintenance projects and architecture, interior design or engineering activities and for the implementation of various technical services programs in Correctional Service Canada (CSC) facilities.
Lead the execution of construction projects and initiatives funded by the construction program of work, including resource and financial management, and administration of contracts. Monitor and examine the quality and progress of consultants’ and contractors’ work to ensure compliance with CSC requirements.
Facilitate the completion of technical feasibility studies and cost estimates for construction projects.
Collaborate in the planning of design activities projects and develop solutions to technical operational problems and/or construction or fit-up deficiencies.
Provide technical advice and administrative support to the institutions for their multi-year construction program of work project submission requests.
STREAM 2: EG-06 Regional Facilities Program Manager
Provision of project management advice and services in the planning and implementation of real property projects including leasing, acquisition, and disposal. Provision of technical and data control to ensure that Correctional Service Canada (CSC) facilities in the region meet the necessary technical standards for accuracy and completeness.
Manage financial and material resources, and the administration of contracts for the real property project management portfolio and construction program of work. Provide estimates for construction and maintenance projects.
Serve as the regional real property advisor for all projects involving the construction or modification of infrastructure in the region:
-Review, monitor, and assess the work of team members, consultants, and contractors during inspections of construction site work for compliance to technical and safety regulations, codes, standards, and contract requirements.
-Ensure departmental standards and practices for the design and construction of new and renovated facilities are applied. Provide functional advice and guidance to technical staff at institutions to ensure CSC policies and standards are met.
Serve as project officer on regional capital construction projects:
-Lead the execution of construction projects and initiatives funded by the construction program of work.
-Complete the review of institutional project requests and provide recommendations regarding those items.
Work environment
The Correctional Service of Canada (CSC) is the federal government agency responsible for administering sentences of a term of two years or more, as imposed by the courts. CSC is responsible for managing institutions of various security levels and supervising offenders under conditional release in the community.

Significant* experience in management of construction or maintenance projects in the field of infrastructure and/or buildings.

**Experience means the breadth and depth of which is normally equivalent to the experience acquired by performing the duties over a period of six (6) months.

EDUCATION
STREAM 1 & 2
An engineering degree from a recognized post-secondary institution or eligibility to become a professional engineer or engineer in Canada in a filed of engineering related to the duties of the position.

EXPERIENCE
STREAM 1 & 2
Experience implementing facility maintenance plans.
Experience implementing an integrated maintenance management system such as Maximo.
Experience implementing occupational health and safety programs.
Experience in drafting technical documents related to construction or maintenance.
Experience in real property management.
Project management specialist accreditation (SGP) or other professional title related to project management issued by a recognized institution.
STREAM 2
Experience at least one (1) year in budget planning for a portfolio of projects and/or programs.
