Duties

The Compensation and Benefits Advisor contributes to the effective management of compensation and benefits programs for employees. Working closely with various teams, the role involves performing accurate data entry into human resource systems to ensure accurate payroll processing and benefits administration, while maintaining up to date on compensation regulations and changes.

Key responsibilities:
• Provide specialized advice: Support employees, managers, and executives with expert guidance on compensation and benefits entitlements, based on collective agreements and internal policies.
• Manage and update employee records: Maintain accurate data within ERP systems, Phoenix, and other databases, reflecting employment changes such as appointments, terminations, salary adjustments, or temporary assignments.
• Oversee payroll administration: Process bi-weekly payroll, make necessary adjustments, and investigate complex discrepancies to ensure data accuracy and integrity.
• Contribute to project implementation: Assist in major projects like the migration to new systems (e.g., Oracle ERP), collaborating with stakeholders and participating in testing and integration phases.
• Coordinate and advise on benefits programs: Work with health and safety (OHS) and labor relations (LR) partners to manage leave cases and other benefits, providing employees with guidance on their options and related implications.

Work environment

The Parliamentary Protective Service (PPS) is a separate and distinct organization not subject to the Public Service Employment Act. It has its own classification, compensation system, and staffing regime. Persons appointed to PPS continue to be part of the federal government and will receive the public service pension plan and public service insurance benefits plan.

The purpose of this recruitment and selection process is to staff (1) one position on a one-year term basis and to establish a pool of qualified and/or partially qualified candidates.

The pool may also be used in the future to staff similar positions within the PPS and for other organizations.

EDUCATION:

Successful completion of a post-secondary educational program* related to the position OR an acceptable combination of education, experience, and training.

Degree equivalency

EXPERIENCES:

EXP1 – Recent* and significant** experience in the provision of compensation services within the Federal Public Service.

EXP2 – Significant** experience in performing compensation entries in the phoenix pay system, dealing with all situations, such as hires, actings, promotions, leave without pay, retirements, etc.

EXP3 – Experience providing advice and guidance to clients on various compensation related issues.

EXP4 - Experience in researching compensation issues, providing recommendations, and supporting decision-making.

DEFINITIONS:
*Recent means within the last five (5) years.
**Significant is defined as the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are acquired on a full-time basis over three (3) years.

Reliability Status security clearance - You must be eligible to obtain both a Site Access Clearance and an Enhanced Reliability Status. The process involves a background investigation that includes:
