Duties

The Public Relations and Communication Officer plans, develops and delivers field unit public relations and communications products, activities and services to engage the public, partners and stakeholders in the understanding, appreciation and support of the natural, cultural and heritage of National Parks and National Historic Sites. They also provide communications planning/strategy and professional support in areas such as: writing and editing; media relations; social media and web content development; event planning and co-ordination; stakeholder relations and engagement; public outreach; and photography and video work, including editing.

Intent of the process

The results of this process will be used to fill permanent and temporary vacancies and may be used in the future to fill permanent or temporary vacancies that may arise at the PM-04 group and level, in the Jasper Field Unit such as: Indeterminate, Term, Acting Assignment or Assignment at level, depending on status of the selected candidate.

EDUCATION:
Graduation with a degree from a recognized college or university with specialization in communications, marketing, public relations, journalism or other discipline relevant to the position or an acceptable combination of education, training and experience.

Degree equivalency

EXPERIENCE:
• Experience writing and editing communications products such as news releases, newsletters, blogs, web content, social media content, speaking points, briefing notes, response letters, speeches/speaking notes and backgrounders.
• Experience researching, developing and delivering on communication strategies and plans related to public communications and media relations.
• Experience providing strategic and operational communications and media relations advice to management.
• Experience planning and coordinating logistics for special events such as news conferences or government announcements.
• Experience working with and developing relationships with media in Canada.

ASSET EXPERIENCE
• Experience in training and/or supervising team members.
• Experience in emergency/crisis communications.

KNOWLEDGE:
• Knowledge of Parks Canada, its mandate, corporate orientation, objectives and programs.
• Knowledge of a broad spectrum of communication tools and techniques including planning and delivery.
• Knowledge of external issues and trends that have an impact on external relations.
• Knowledge of the federal legislation, policies and guidelines governing communications.

ABILITIES:
• Ability to communicate effectively orally, in writing and with images or video.
• Ability to analyze documents/reports, assess the communications implications and make recommendations.
• Ability to deliver products, services and advice in communications, particularly as it relates to media relations, high-visibility issues and web-based communications.
• Ability to manage conflicting priorities, to multi-task and to work under time-sensitive conditions.
• Ability to draft communications materials and co-ordinate approvals.
• Ability to plan and organize the logistics associated with special events, such as news conferences, press briefings, stakeholder meetings, Ministerial and/or other VIP events.
• Ability to interact with various levels of government, including Indigenous organizations in developing relationships and agreements, and in decision-making.

OPERATIONAL REQUIREMENTS:
• You must be willing to work overtime.
• You will be required to work shift-work, and/or weekends, and/or statutory holidays and provincial/territorial holidays as scheduled by your delegated manager. Compensation will be as prescribed in the Terms and Conditions of Employment applicable to you.
• You must be willing to work and travel in a variety of terrains and weather conditions in the performance of the duties.
• You will be required to work in adverse weather conditions.
• You may be required to wear a uniform while performing your duties. In this case, Parks Canada will provide you with the uniforms you require in accordance with the Parks Canada Uniform Policy.

Conditions of employment

Reliability Status security clearance - You are required to obtain and maintain this security level throughout this employment at Parks Canada Agency. Details of the screening process and applications will be provided at the time of interviews.

You will be required to possess and maintain a valid Class 5 driver’s license or equivalent.
