The Chief Human Ressource Officer (CHRO) provides strategic leadership for all human resources functions at the Parliamentary Protective Service (PPS), ensuring alignment with its operational mandate and organizational priorities. This key role supports a mission-driven, service-oriented environment where HR practices are integrated into PPS’s operational cycle.
Key Responsibilities:
• Lead the development and execution of a corporate HR strategy that stabilizes and advances HR practices, ensuring workforce effectiveness and alignment with PPS’s strategic goals.
• Foster a client-focused, high-performance HR culture that promotes productivity, inclusion, and psychological safety.
• Lead collective bargaining initiatives, including strategy development and team leadership.
• Provide senior-level expertise in labour relations and employment matters.
• Guide the creation and implementation of governance and accountability frameworks for HR programs and service delivery.
• Oversee HR information systems to ensure effective implementation and maintenance.
• Advise the Director and executive team on strategic HR issues.
The Parliamentary Protective Service (PPS) is a separate and distinct organization not subject to the Public Service Employment Act. It has its own classification, compensation system, and staffing regime. Persons appointed to PPS continue to be part of the federal government and will receive the public service pension plan and public service insurance benefits plan.

EDUCATION:
A university degree from a recognized institution* in industrial relations, human resources, public or business administration, law, political science or in another related field.
*The educational program must be from an accredited learning institution recognized in Canada. If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada.
EXPERIENCES:
EX1: Recent* and Significant** experience in providing strategic leadership and direction in the delivery of human resources programs, initiatives and services.
EX2: Recent* and significant** experience in providing executive advice and making recommendations to senior management on highly complex and sensitive human resources issues.
EX3: Significant* experience in the execution of four (4) or more of the following human resources disciplines as a subject matter expert, manager or an executive:
o Staffing and Recruitment
o Pay and Compensation
o Classification and Organization design
o Human Resources Planning
o Human Resources Systems
o Learning and Development
o Occupational Health, Safety & Wellness

EX4: Recent* experience managing human and financial resources.

EX6: Significant** experience in labour relations and/or collective bargaining.
*Recent means within the last five (5) years.
**Significant is defined as the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are acquired on a full-time basis over a two (2) year period.
ASSETS:
- Certified Human Resources Professional designation (CPHR, CIRC or equivalent).
EXPERIENCES:
AEX1: Experience as a senior HR practitioner in a military, paramilitary, law enforcement, security, or other organization with a mix of operational and non-operational employees (corporate), or in an organization with a mix of first responders/frontline and administrative functions.
AEX2: Experience in providing the strategic leadership for the development and implementation of a mental health program in an operational environment and dealing with workforces affected by operational stress injuries.
AEX3: Experience managing conflict of interest files.
AEX4: Experience and/or certification in conflict resolution.
AEX5: Recent* experience in human resources within the public service (including separate agencies, parliamentary entities and crown corporations).
AEX6: Recent*experience managing equity, diversity, inclusion files, including accessibility and reconciliation matters.
*Recent means within the last five (5) years.
OPERATIONAL REQUIREMENTS:
- Willingness and ability to work overtime, including evenings and weekends as dictated by need.
- Willingness and ability to carry and respond to a mobile device.
- Willingness and ability to work in an environment where key clients and employees wear firearms and uniforms.

- Knowledge of the PPS mandate, programs and responsibilities, of the jurisdictional authorities associated with PPS operations and resourcing, and of associated accountability and reporting requirements.
Top Secret security clearance - You must be eligible to obtain both a Site Access Clearance and an Enhanced Reliability Status or a Secret or Top-Secret clearance. The process involves a background investigation that includes:
* a loyalty assessment;
* law enforcement verifications;
* credit and financial verifications;
* a security interview wherein questions may include (but not limited to), previous employment, online activities, financial situation, alcohol and/or drug use;
* personal references as well as previous employers will also be contacted as part of the security screening process.
You must also consent to complete a personal history questionnaire, be fingerprinted, and be photographed.
This position involves full onsite presence (5 days/week).
