Duties

The Material Control Officer (MCO) is responsible for leading a team that oversees a wide range of materiel management functions, including procurement support, warehousing operations, shipping and receiving, and inventory planning. On a daily basis, the MCO ensures that workflows are coordinated to meet competing priorities across multiple functional areas—ranging from hazardous goods handling and secure storage to customer support and regulatory compliance. The role involves consistent engagement with technical authorities, internal clients, and logistics partners to align operational execution with strategic requirements.

A core responsibility is maintaining operational balance—ensuring that personnel, space, and materiel resources are distributed in a way that maximizes throughput without overwhelming any single node in the system. This includes anticipating demand, forecasting stock levels, coordinating repair and disposal activities, and adjusting task assignments to prevent bottlenecks. The MCO must continuously monitor workflow effectiveness, identify risks or misalignments, and take proactive steps to reallocate resources as needed. The position requires a dynamic mix of day-to-day leadership and forward-looking planning to keep operations efficient, compliant, and responsive.

Intent of the process

The intent of this process is to fill one (1) bilingual imperative (CBC/CBC) position on an indeterminate (permanent) basis in Montreal, Quebec.

A pool of partially or essentially qualified candidates may be established through this process and used to staff identical or similar positions with various employment tenures (temporary and permanent), language profiles, operational requirements, and conditions of employment at the Department of National Defence.

ESSENTIAL EDUCATION
ED1. A secondary school diploma or employer-approved alternatives (see Note 1).

Notes:
1. The employer-approved alternatives to a secondary school diploma are:
- A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
- An acceptable combination of education, training and/or experience.

Candidates who already meet both of the following criteria must be accepted as meeting the secondary school diploma requirement:
- Candidates who have achieved a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; and
- Candidates who have been appointed or deployed for an indeterminate period to a position in the PG classification.

The opportunity to be assessed by at least one of the two employer-approved alternatives must be offered to candidates who have not previously met the secondary school diploma requirement.

Candidates who were appointed or deployed on an indeterminate basis using an acceptable combination of education, training and/or experience meet the secondary school requirement for the PG classification only and must be reassessed for entry to other classifications on the basis of this alternative.

2. Acceptable experience and/or training in a field relevant to positions in the PG classification is required when the education qualification specified for the position being staffed is a secondary school diploma or employer-approved alternatives.

ESSENTIAL EXPERIENCE
EX1. Experience supervising or managing multiple teams.
EX2. Experience managing warehousing operations, such as receiving, issuing, consolidating, and storing various types of materiel (e.g., petroleum, oil, lubricants (POL), hazardous materials, vehicle parts, weapons).
EX3. Experience overseeing operations in a shipping and receiving environment.
EX4. Experience in managing the lifecycle of materials, such as planning and coordinating maintenance in compliance with applicable regulations.
EX5. Experience contributing to inventory planning, forecasting, or determining stock levels in support of operational or customer requirements.

The language requirements for these supervisory positions are in line with the updates to the Official Languages Act. As of June 20, 2025, all supervisory positions with subordinates in bilingual regions will require a linguistic profile of CBC/CBC. AEX3. Experience in compliance and audit readiness within a warehousing or supply chain context.
AEX4. Experience managing materials during transfer of responsibility or disposal while following organizational procedures.
AEX5. Experience managing or coordinating warehousing operations involving high-risk or controlled materials (e.g., hazardous goods or secure equipment).
AEX6. Experience collaborating with technical or compliance authorities to align warehousing or inventory operations with policy or regulatory requirements.
