The position is located in Whitehorse, Yukon Territory. If not already a resident in Whitehorse, YT, the selected candidate will have to relocate to Whitehorse. The remote work or the telework is not possible. The work requires to be in office 5 days a week.

Intent of the process

EC-05:
The anticipated intent/result of this process is to indeterminately staff (on a full time basis) one position.
A pool of qualified candidates may be created and used to staff indeterminate, term, full-time and part-time positions. This may also be used for actings, assignments and secondments.
Once established, the qualified pool will be valid for a period of one year and may be extended.

EC-03/EC-04:
Anticipatory Staffing - A pool of qualified candidates will be created and may be used to staff positions with various tenures (indeterminate, specified period, deployment and acting). This may also be used for actings, assignments and secondments.
Once established, the qualified pool will be valid for a period of one year and may be extended.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

• Graduation with a degree from a recognized post-secondary institution with acceptable specialization* in economics, sociology or statistics.

* Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE
Stream 1 EC-05:
• Experience* in conducting intelligence analysis, producing written reports, and evaluating and analyzing information, in order to provide recommendations to decision makers.
• Significant** experience in applying analytical techniques to advance a file or project in an operational environment.
• Experience* in building and managing collaborative relationships with key internal and external stakeholders, such as law enforcement or intelligence agencies, government agencies/departments, academic communities, or the private sector.

*Experience is defined as a minimum of two (2) years experience.
**Significant is defined as the depth and breadth of experience that would normally have been gained performing the duties for a minimum of three (3) years.

Stream 2 EC-04:
• Experience* in conducting research, evaluating and analyzing information, producing and presenting written reports, in order to provide recommendations or guidance to decision makers.
• Experience* in applying analytical techniques or the qualitative/quantitative methodology to advance a file or project.
• Experience* in building and managing collaborative relationships with internal or external stakeholders, such as law enforcement or intelligence agencies, government agencies/departments, academic communities, or the private sector.

*Experience is defined as the depth and breadth of experience that would normally have been gained performing the duties for a minimum of two (2) years.

Stream 3 EC-03:
• Experience* in conducting research, evaluating and analyzing information, and producing written reports;
• Experience* in applying analytical techniques or the qualitative/quantitative methodology within a file or research project;
• Experience* in working within a team on a file or research project.

*Experience is defined as the depth and breadth of experience that would normally have been gained performing the duties for a minimum of (2) years

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

• Experience leading a major analytical file / project.
• Experience conducting open source, social network and / or social media research and analysis.
• Experience working in the financial services industry (e.g. banking sector, finance, or risk management).
• Experience working in cyber security, national security or law enforcement environments.
• Experience conducting threat or risk assessments.
• Experience in preparing and presenting briefing material for decision-makers to advance a file or project in an operational environment.

• RCMP Enhanced Reliability Status with Top Secret Security Clearance.
• Willingness and ability to work overtime as and when required and on short notice.
• Willingness and ability to travel domestically/internationally to attend training/work away from home, as necessary.
• Willingness and ability to work in a busy police environment, including exposure to unsettling and/or graphic material.
• Willingness and ability to testify in court

"Whitehorse is classified as an Isolated Post. As such, the successful candidate must meet all the conditions under the Isolated Posts and Government Housing Directive prior to appointment. In addition, the successful candidate will be entitled to an Isolated Post Allowance.
Important financial information:
• Isolated Post Allowances (Northern Allowance) for Whitehorse ranges from approximately $9,336 to $12,989.
• Vacation Travel Assistance is provided once a year for Whitehorse of approximately $792 for each eligible member of the household."

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
