Duties

Reporting to a Director within the Energy Adjudication Business Unit, the Technical Specialist/Technical Leader, Economics & Financial Regulation provides professional advice to CER staff, executives and Commissioners on all matters pertaining to the economic and financial regulation of oil, gas and electrical industries regulated by the Canada Energy Regulator. The incumbent will be expected to provide guidance related to the CER’s economics/financial regulation discipline by displaying exemplary leadership in both the ongoing development of the program as well as support of colleagues and the job family as a whole. The incumbent provides coaching to economics and financial regulation professionals in addition to assisting the Business Unit Leadership Team with fostering teamwork and developing the expertise of others.

The incumbent must have excellent communication skills, both written and oral, and be able to guide economics and financial regulatory analysts through complex and multi-faceted technical issues. Technical Specialists and Technical Leaders are required to work on several concurrent, complex projects at any given time, and to regularly present analysis to Commissioners, executives, and CER staff. The incumbent will coach analysts in the drafting of internal and external correspondence and regulatory decisions for consideration of the CER Commission. The incumbent will be required to contribute to corporate documents, such as speeches, briefings and annual reports, and may be required to represent the CER at conferences, with regulated industry, with external stakeholders, and with Indigenous groups.

The incumbent will be required to conduct rigorous analysis and provide recommendations related to the need for and economic feasibility of new energy facilities, and tolls and tariffs matters, for applications under the CER Act. The incumbent may be appointed as a Project Manager for major hearings, organizational initiatives or projects, and is expected to plan and coordinate the activities of these hearings/projects. This involves working with professional and technical staff to ensure the timely and thorough review of complex applications, initiatives or projects.

The incumbent would provide advice and support in the development and execution of financial compliance activities including regulated company financial reporting, financial conditions, and the CER’s oversight of pipeline financial resources and abandonment funding.

E2 Recent** experience providing advice on technical matters in a regulatory hearing process.

E3 Extensive* experience in presenting analysis and advice to senior or executive level management.

E4 Extensive* experience in leading major or complex initiatives involving multiple stakeholders, groups of professionals, or collaborators within an organization.

E5 Experience in coaching, mentoring, and/or leading of technical staff.

Information on employment equity

1. The CER has a classification system that differs from the greater public service. These NEB- 11 and NEB-12 positions are similar to EC-07 & EC-08 positions, respectively, in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

2. Salary: Effective Effective 1 November 2024: $125,628 - $152,847 (NEB 11), $137,564 - $167,371 (NEB 12)

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• annual performance pay which includes elements of individual performance and corporate performance; and
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in a single annual payment.

3.
