A sunset program is a specific type of funding arrangement characterized by its limited duration and external source of funds. These programs are not intended to be permanent and are typically associated with specific projects or initiatives. If a program is designated as sunset-funded, the period of employment in such programs does not count towards the three-year cumulative working period. This provision allows departments to manage temporary projects without the obligation of converting term employees to indeterminate status.

The Project Officer supports the planning, coordination, and implementation of international judicial cooperation projects led by the Office of the Commissioner for Federal Judicial Affairs Canada (FJA). Working under the direction of senior staff, the incumbent will:
• Manage operational aspects of international technical assistance projects, including budgeting, contracting, reporting, and logistics;
• Coordinate with domestic and international stakeholders, including foreign judiciaries, Canadian judges, government departments, and multilateral partners;
• Prepare project documentation, such as implementation plans, work plans, reports, and briefing materials;
• Support monitoring and evaluation activities, including results tracking, risk mitigation, and performance measurement frameworks;
• Assist in organizing study tours, workshops, and high-level bilateral and multilateral engagements;
• Contribute to strategic planning and the development of new programming;
• Represent FJA in meetings, consultations, and project events as required.
FJA is part of the Core Public Administration and is not serviced by the Pay Centre. We have our own compensation team. FJA has approximately 70 employees. Our offices are located at 99 Metcalfe Street, in the heart of downtown Ottawa. The area is served by major bus routes and a light rail station, and employees have access in the building to amenities such as kitchens, showers, change rooms, secure bicycle storage. Parking is available nearby, at the employee's expense. Close to our building, you'll find many coffee shops, restaurants and other essential services.
All employees are expected to balance working remotely with being on-site for a minimum of 3 days per week.
CURRENT NEEDS: The immediate intent of this selection process is to staff one (1) two (2) years sunset term position, in Ottawa, Ontario.
FUTURE NEEDS: A fully or partially assessed pool may be created and may be used to staff identical or similar positions at the same - or equivalent - group and level, with various linguistic requirements, tenures and security clearance within the Office of the Commissioner for Federal Judicial Affairs Canada.

EDUCATION:
A degree from a recognized post-secondary institution in a field related to law, public or business administration, international development, political science or another field related to the position or an acceptable combination of education, training and/or experience.
EXPERIENCE:
EX1: Significant experience* in the coordination or management of projects in the justice, governance or international development sector.
*Significant experience is defined as the depth and breadth of experience normally associated with full-time performance of duties for a period of approximately five (5) years.
EX2: Experience in operational management and in high-level** stakeholder engagement, including coordinating activities among multiple partner organizations (for example: government agencies, courts, international bodies)
**Examples of high-level stakeholders: senior government officials, international partners or donors, heads of agencies or NGOs, judges or court leaders.
EX3: Experience in preparing and producing documentation to support decision-making and project delivery, including project plans, reports, and either briefing notes or memoranda for senior management or stakeholders.
EX4: Experience in financial oversight of projects, including budget preparation, budget monitoring, and financial reporting.
EXPERIENCE:
OEX1: Experience working on justice sector reform projects in bilateral or multilateral contexts.
OEX2: Experience applying results-based management (RBM) principles and tools in project settings.
OEX3: Experience implementing performance measurement and project planning frameworks in international development projects.
