Planning Officer (Stream 1):
• Supervise a multi-trade team managing and prioritizing Real Property work within the Detachment.
• Collaborate with internal sections and external partners to identify engineering needs, operational requirements, and future project opportunities, including major capital projects with the RCAF.
• Support short- and long-term business and infrastructure planning (1-10 years), incorporating national and regional data initiatives.
• Maintain situational awareness of ongoing projects, coordinating with partners to minimize operational disruptions.
• Manage program databases for project tracking, equipment inventories, and work prioritization.
• Provide financial estimates and analysis to support project planning.
Project Technologist (Stream 2):
• Manages infrastructure design/construction projects and contracts as the DND technical authority.
• Manages infrastructure Facility Maintenance (FM) or Inspection, Testing and Maintenance (ITM) contracts as the DND technical authority
• Plans, develops, investigates, prepares and implements infrastructure project concepts, preliminary and final designs, plans, specifications and cost estimates.
• Participates in yearly infrastructure business planning and budgeting.
• Provides specialist advice on infrastructure technical, operational and functional issues.
• Analyses, evaluates, reviews, interprets and presents infrastructure technical data.
• Ensures that project quality, costs and schedules are achieved.
• Conducts site visits, trials and inspections as required to support infrastructure projects.

ESSENTIAL EDUCATION
Streams 1 and 2:
A secondary school diploma or employer-approved alternatives.
The employer-approved alternatives to a secondary school diploma are:
↪ A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma;
OR
↪ An acceptable combination of education, training and/or experience.
Candidates who already meet both of the following criteria must be accepted as meeting the secondary school diploma requirement:
↪ Candidates who have achieved a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma;
AND
↪ Candidates who have been appointed or deployed for an indeterminate period to a position in the EG classification.
The opportunity to be assessed by at least one of the two employer-approved alternatives must be offered to candidates who have not previously met the secondary school diploma requirement.
Candidates who were appointed or deployed on an indeterminate basis using an acceptable combination of education, training and/or experience meet the secondary school requirement for the EG classification only and must be reassessed for entry to other classifications on the basis of this alternative.

ESSENTIAL EXPERIENCE
Streams 1 and 2:
EX1: Experience in providing engineering support services for planning, design, construction, operation or maintenance.
EX2: Experience in interpreting or application of legislation, regulations or policies for building systems.
EX3: Experience in reviewing, researching and developing construction project technical documentation such as Statements of Work, Technical Statements of Requirements, drawings or cost estimates.
EX4: Experience in reading and interpreting construction project technical drawings and specifications.
EX5: Experience in preparing construction documents for public tender.
EX6: Experience in supervision of a department or leading multi-disciplinary teams or working groups.
EX7: Experience in key investor engagement and providing technical advice to senior management including but not limited to the Lead Engineer, Officer Commanding, Commanding Officer or other senior ranking members of the Detachment.
EX8: Experience using the following systems or tools:
• Requirements management or change management software
• Computer Aided Design (CAD) platforms
• Microsoft Project
• Microsoft Office 365 (For example, Word, Excel, Outlook, MS Teams)
Stream 1 Only (Planning Officer):
EX9: Experience in infrastructure life cycle management or Civil Planning practices to develop an infrastructure program plan.
EX10: Experience in supervision of a multi-trade department involved in planning, construction, and maintenance of infrastructure and managing external contractors.
Stream 2 Only (Project Technologist):
EX11: Experience in the design, implementation and management of a construction or engineering project in Architectural, Civil, Electrical, Mechanical or Structural OR a foundational knowledge in at least two of these disciplines.
EX12: Experience in preventive maintenance.
EX13: Experience in managing financial resources.
