Duties

Role:
The Communications Advisor produces communications documents for both an external, public audience and an internal, employee audience. They may be required to provide advice and guidance to senior officials on communications involving operational policing matters.
Key responsibilities:
• planning and supporting the development and implementation of communications products for a diverse range of internal and external target audiences;
• writing, coordinating, managing, producing, and disseminating communications plans and products in written and digital (including online and social media) formats, regarding police operations and other matters concerning public safety.
• providing communications advice to senior management, partners, and stakeholders;

Work environment

WORK ENVIRONMENT:
The RCMP in New Brunswick (RCMPNB) is the provincial police service that serves communities across the province, including many Indigenous communities. The Strategic Communications Unit plays a crucial role in informing and engaging audiences on topics related to RCMPNB operations, policing services, and personal and public safety.
Providing strategic communications in a policing environment is a challenging role that is not suited for everyone. It requires individuals who can think clearly under pressure and handle sensitive or controversial material. This includes emotionally difficult subject matter. It also requires the ability to manage multiple competing priorities as part of a fast-paced, collaborative team.

The Strategic Communications Unit currently includes a senior manager, two senior communication advisors, two communication advisors, and one media relations officer. The unit reports directly to the division’s Commanding Officer.
Full-time telework is not currently supported for this position due to the nature of the work. Employees in this unit may be considered for a hybrid work arrangement based on operational needs and completion of training. The office requires that employees working in this unit report to the RCMPNB Headquarters in Fredericton, NB.

Intent of the process

The immediate need is to staff one position on an indeterminate basis.

A pool of qualified candidates may be established to staff temporary and/or permanent positions, (including acting appointments and deployments).

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Education
A degree* from a recognized post-secondary institution with an acceptable specialization in communications, public relations, media studies, journalism or other field related to the position or an acceptable combination of education, training and/or experience**.

Based on their education, training and/or experience, indeterminate incumbents of positions in the IS classification are deemed to meet the minimum education standard whenever a bachelor's degree without specialization is called for in a position classified as IS.

*Degree:
Unless otherwise specified (e.g., master's degree), the term "degree" refers to a bachelor's degree, as established by the appropriate educational authorities.

** Acceptable combination of education, training and/or experience:

• A high school diploma with at least 5 years of work experience in communications or;
• A college diploma in the field of communications with at least 3 years of work experience in communications.

Degree equivalency

Experience
• Significant experience in researching, writing, developing and editing a variety of communication products*.
• Experience in responding to media or public enquiries
• Experience consulting with internal clients and providing customer service

*“Significant” is defined as the depth and breadth of experience normally associated with the performance of the duties for a period of at least twelve (12) months.

*Variety of communications products refers to a minimum of three (3) products such as news releases, media advisories, media lines, internal messages for employees, speeches, social media content or communication plans for internal and/or external partners such as federal organizations, central agencies, stakeholders, non-governmental organizations, other orders of government, or industry.

• Military operations in Canada or abroad

• Etc.

Bilingual - Imperative (BBB/BBB)
Bilingual Imperative - Level: BBB / BBB; if no candidate meets this requirement, the position may be staffed on a non-imperative basis. Non-bilingual candidates are therefore encouraged to submit their applications.

This position requires proficiency in both official languages, English and French, at the above-noted level. If you do not meet the language requirements of this position and the appointment is being made on a non-imperative basis, you will be exempted by the Public Service Official Languages Exclusion Approval Order from meeting the official language proficiency requirements at the time of an appointment. By accepting an offer, you agree to undertake to attain the level of official language proficiency required for the position, through language training at public expense, within a period of two years. HOW TO APPLY:

You will be required to answer screening questions to demonstrate how you meet the Essential Qualifications (Education and all Essential Experiences).
