Duties

The Business Intelligence Analyst position supports the Office of Commissioner of Canada Elections in data governance, using advanced analytics technologies and techniques to gain new insights and leverage data to inform decision-making.

Intent of the process

The intent of this process is to staff a full-time determinate position.
A pool of partially or fully qualified candidates may be established and may be used to staff similar positions at this group and level. This process may be used for various tenures (including but not limited to term and indeterminate appointments, assignments, secondments, deployments, acting appointments, casual), as well as various security requirements, language and conditions of employment.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable* specialization in economics, sociology, statistics or other specialization related to the position.

*Candidates must have a degree. The courses for specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE
-Experience applying statistical methods to complex * sets of data to identify highlights and trends.
-Experience in developing reports, presentations or briefing materials intended for clients and senior management**
-Experience researching and analyzing data or information.
-Experience in extracting and manipulating data from relational databases using software tools such as Oracle SQL Developer, R/RStudio, PowerBI, Tableau, SAS, Excel (with advanced functions), or others.

*Complex refers to issues with at least 2 of the following characteristics: multidimensional or horizontal; sensitive or confidential;
precedent setting or holding significant risk; affecting many partners or stakeholders.

**Senior Management is defined as director and above

HOW TO APPLY:
You will be required to answer screening questions to demonstrate how you meet the Essential Qualifications (Education and all Essential Experiences).

When answering the screening questions, it is not sufficient to say that you have the required qualifications or to list your current or past responsibilities. Rather, you must provide concrete examples of tasks you have accomplished with significant details to explain the WHAT, WHEN, WHERE and HOW you acquired each qualification.

For each experience criteria, please provide the following information:
1- Name of the department or organization where the experience was acquired;
2- Title of the position occupied, group and level and the period(s) in which you performed the functions (M-Y to M-Y);
3- Specific details of tasks or projects demonstrating how the experience was acquired (Situation/Challenge, Tasks, Action and Result).

Should your responses to the screening questions contain insufficient details to demonstrate that you meet the screening criteria, your application will not be given further consideration in this process. Candidates will not be solicited for incomplete or possible missing information.

You will be required to answer an online written exam question.

Volume management strategies such as random selection, top-down approach, or use of asset qualifications may be used. If you meet any of the asset qualifications (other qualifications), please be sure to provide detailed responses in the screening questionnaire.

Reference checks may be sought.
An interview may be administered.
A test may be administered.
You must provide proof of your education credentials.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
