Duties

The VP, Executive Office (EO) and Chief of Staff leads the work of a team of professionals in the Executive Office to directly support the Chief Executive Officer, as well as serves as the Corporate Secretary to the CER’s Board of Directors and the CER’s Indigenous Advisory Committee.

The VP, EO and Chief of Staff also leads and shapes major corporate strategic initiatives that are often highly sensitive and have significant effects on internal and external stakeholders, including working directly with other federal government departments and central agencies, other government departments, industry leaders, international organizations, First Naton, Inuit and Métis leaders and communities, stakeholders and members of the public from coast to coast to coast.

As a member of the CER’s Senior Management Committee (SMC), the VP, EO and Chief of Staff is responsible for helping to define and execute the strategic direction of the organization and for coordinating the work of multiple business units, including responsibilities to:

o Develop, lead and maintain strong issues management and policy coordination functions to support the CEO and SMC;

o Develop, implement and manage structures, processes and policies that support organizational good governance and decision-making;

o Serve as Corporate Secretary to the Board of Directors and Indigenous Advisory Committee, working directly with the leadership and members of both committees on governance and delivery of their mandates;

o Lead the Executive Office, including the salary and operating resources needed to support the governance function;

o Chair the CER’s executive Management Committee, a senior executive committee of Vice-Presidents with responsibilities to advance and enable integrated management decision-making; and,

o Serve as the lead executive for the relationship with the Natural Resources Canada Portfolio relationship, delivering a “one-window” approach to portfolio relationships and initiatives involving NRCan, the Minister’s Office, and other matters that require federal coordination and collaboration across departments.

The VP is a strong people-leader, effective public sector manager, visionary and change agent, able to drive transformational change both within the organization and working with partners and the public. The VP is supported by a Director and team of professionals in the Executive Office. The VP leads major corporate strategic initiatives that are often highly sensitive and have significant impact on internal and external stakeholders, and above all, is committed to demonstrating regulatory excellence and exceptional public service values and ethics.

Experience:

E1 Significant and recent* experience in leading and managing large teams of multidisciplinary professional staff in government organizations**, working in decision-making roles directly with deputy heads, chief executive officers, First Nations, Métis or Inuit leaders, elected officials or equivalent leadership roles.

E2 Significant* experience in managing human and financial resources, including managing complex projects that have an organization-wide or significant impact.

E3 Significant and recent* experience in leading and improving management systems, results, and complex transformation or change initiatives.

E4 Significant and recent* experience engaging directly with First Nations, Métis and Inuit leaders, communities, industry, and other external stakeholders on complex matters involving varying and divergent perspectives.

E5 Significant and recent experience* directly working and supporting decision-making of a governance board in a government organization**.

Information on employment equity

1. The CER has a classification system that differs from the greater public service. This NEB-14 position is similar to an EX-03 (in the core federal public service) in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Executive Terms and Conditions.

2. Salary: NEB-14, $164,00 - $204,900
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:

• Members of the Executive Group are currently eligible to receive a lump sum performance award as a percentage of base salary and may also be eligible to receive an annual retention bonus.

3.
