Duties

The Deputy Commissioner, Operations, is the Assistant Deputy Head responsible for providing executive leadership and strategic direction for the Office of the Commissioner of Canada Elections (OCCE), overseeing the delivery of all core operational activities. The Deputy Commissioner commands the entire complaints, investigation, and compliance cycle, including the core program areas of complaints, compliance, and enforcement, within both the Administrative and Criminal regimes including, the implementation of enforcement and compliance measures in alignment with the legislative mandate of the OCCE and the Charter of Rights and Freedoms; the role is pivotal in overseeing investigations of extreme sensitivity, particularly those affecting public confidence in the integrity of elections; as the principal authority for all complaint intakes, leading a highly dynamic and complex operational unit. This position demands a high degree of strategic process improvement and development to ensure the efficient and effective resolution of all operational activities conducted by the OCCE; and providing keen oversight to ensure rigorous investigative performance and adherence to established protocols. Additionally, the Deputy Commissioner is responsible for developing, implementing, and maintaining internal policies specific to Operations, ensuring these policies align with broader organizational goals and legal requirements. The Deputy Commissioner Operations is the OCCE’s Senior Indoctrinated Official, responsible for regime and administrative structure in place to ensure accountability for the protection of Signals Intelligence (SIGINT) produced or received by the Government of Canada. The Deputy Commissioner, Operations plays a key role within the Office of the Commissioner of Canada Elections (OCCE) by providing management, leadership, and direction.

Work environment

The Office of the Commissioner of Canada Elections plays an important role in safeguarding Canadians’ trust in the democratic process. The Commissioner of Canada Elections (Commissioner) is the independent officer responsible for ensuring compliance with, and enforcement of, the Canada Elections Act and the Referendum Act. In response to a complaint, a referral from Elections Canada or of her own initiative, the Commissioner may initiate a review or investigation to determine the facts of a case. Following an investigation, the Commissioner decides if there is a need to take corrective action. These actions can include everything from informal communications to formal administrative measures or criminal charges. Our office works hard to ensure that political entities, third-party organizations, stakeholder groups and other individuals engaged in the electoral process do so in compliance with the rules.

The Commissioner is supported by approximately 80 people, including federal public servants and contractors. Our office is located at 22 Eddy Street in Gatineau in a newer building. It is also located on a major transit hub near restaurants and coffee shops.

Please note that we follow the federal public service’s common hybrid work model, which allows most employees to work remotely a few days a week. Executives must work 4 (four) days a week in their designated work location, and 1 (one) day a week remotely when it is operationally feasible.

Intent of the process

The immediate intent is to staff one (1) position on a determinate basis up to three (3) years or as soon as an indeterminate position is created.

A pool of fully or partially qualified candidates may be established to staff similar positions within the Office of the Commissioner of Canada Elections with varying tenures (such as indeterminate, specified period, acting) and bilingual linguistic profile CCC/CCC.

EDUCATION
Degree from a recognized post-secondary institution or acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE
1) Extensive experience* leading highly complex** investigations (criminal, administrative or intelligence).

2) Extensive experience* in providing strategic advice and recommendations to senior management on horizontal or complex** files and issues related to security and intelligence (S&I), policy initiatives, legal or economic matters in a law enforcement or regulatory environment.

3) Extensive experience* integrating classified intelligence into operational or strategic decision making.

4) Extensive experience* dealing with complex** legal matters and incorporating legal advice into operational or strategic decision making.

5) Extensive experience* working collaboratively and developing effective relationships with key domestic and international partners/stakeholders, with federal departments and agencies within the Canadian S&I community, ministerial offices, and central agencies.

6) Extensive experience* managing human*** and financial**** resources.

DEFINITIONS:
*Extensive experience is defined as experience associated with having performed at an executive level, a broad range of related activities, normally acquired over a period of at least three (3) years within the last ten (10) years.

**Complex refers to issues with some of the following characteristics: Multi-dimensional, multi-jurisdictional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a potential for significant media coverage.
***Managing human resources is defined as directing or overseeing people/staff, including performance management, workload management, leading teams through the setting of priorities, etc. Applicants must indicate the number of subordinate managers and staff they have supervised.

****Financial Management is defined as: direct accountability for managing a budget. Examples may include full delegation for a budget, resource management and forecasting, planning, budget allocation, tracking expenditures, reporting, etc.
