Duties

Sr. Project Officers are part of our Projects & Special Initiatives team who lead a diverse portfolio of projects. No two days are ever the same here, and you could be managing anything from the implementation of a new software program to planning the physical move of an operational unit or researching specifications for a new piece of equipment. We are seeking applicants from various backgrounds and would consider those with a combination of experience from project management, change management, continuous improvement, LEAN/Six Sigma, quality management etc. Our project officers are brought in to find solutions to challenges raised in any of the operational units in our region. If you can stay organized, think outside the box, and lead a team of diverse stakeholders in a policing environment, then this might be the opportunity you’ve been looking for!

Duties include, but are not limited to:
• Monitors, analyzes and reports on project metrics to identify, capture, measure and analyze project(s) activities; monitors resources and associated costs; identifies project barriers, challenges and risks; and prepares reports outlining recommendations for resolution strategies.
• Represents the unit/project with project clients/stakeholders, internal/external colleagues, and participates on intra and inter-departmental working groups and project teams to influence client/stakeholder perspectives, and gains acceptance and cooperation for project plans and deliverables.
• Develops communication and change management strategies, standards, guidelines and operational procedures for the implementation and administration of project outcomes, and provides advice and guidance on the potential impacts to program policies and operations.

Work environment

The Federal Policing Northwest Regional Commander’s Office supports policing operations by ensuring that the region is strategically aligned, has access to the proper tools, and is intelligence-led in its service of public safety in the provinces and territories it encompasses (Alberta, Saskatchewan, Manitoba, the Northwest Territories and Nunavut). The office provides oversight to numerous operational units, including the Integrated National Security Enforcement Team, Serious and Organized Crime, Cyber Crime & Financial Crime, Federal Policing Support Services and Intelligence.

Intent of the process

This process will initially be used to staff one (1) position on an indeterminate basis in Edmonton, AB and one (1) position on an indeterminate basis in Calgary, AB. A qualified pool of candidates may be established and used to staff similar positions with various tenures within the Royal Canadian Mounted Police (i.e. indeterminate, term, deployment, acting, assignment and secondment).

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

A secondary school diploma or an acceptable combination of education, training and/or experience*

*Proof of education and/or training will be required prior to appointment.

Degree equivalency

Experience in researching, integrating and analyzing information from various sources (such as spreadsheets, databases, information systems).
Experience working and consulting with external and/or internal clients, partners, and/or stakeholders.
Experience preparing at least two different types of written reports including but not limited to: business case, briefing note, project charter, project plan, project status report .
Experience in the use of software programs, including MS Word, MS PowerPoint, MS Project, MS Excel, and SharePoint.
Experience planning and executing projects related to continuous improvement, business efficiency, new process/technology implementation or similar.

Graduation with a degree from a recognized university with specialization in business administration, social sciences or a related field.

Degree equivalency

Professional certification (or working towards) related to the position (e.g., PMP, Lean/Six Sigma Belt, Prosci Change Management).

Experience in quality control processes, including document control.
Experience using statistical or data management tools to manipulate, compile and interpret statistical data to create reports and other analytical or business intelligence tools.

Conditions of employment

RCMP Enhance Reliability Status with Top Secret Security clearance.
Those selected must meet and maintain the above condition of employment throughout their employment.

NOTE: Successful candidates will require a valid RCMP security clearance prior to appointment and throughout the tenure of their employment. The process to obtain RCMP security clearance involves a security/reliability interview and a field investigation regarding matters of criminal activity which includes reference checks, verification of credit/financial status, education, employment, etc. As such, the process may take several weeks or months to complete.
