Duties

Reporting to the President of the Canada Water Agency, the Director General, Corporate Services and Finance (CFO) is accountable for strategic leadership, vision and advice in the standing up, development, implementation and management of Agency corporate services, financial services and results management and human resources services and for the negotiation and management of service level agreements and memoranda of understanding for information management, information technology, real property services, pay and benefits administration and other services.

As Chief Financial Officer, the Director General (DG) ensures rigorous stewardship of resources, and management of results, and provides vision and executive leadership in financial management and planning, investment planning, program and project financing, budgeting, financial accounting and reporting, costing, and management of transfer payments and grants and contributions. The DG also ensures that financial management frameworks, governance frameworks and financial controls are in place to effectively manage resources and risks.

As the key financial, corporate and human resources executive, the DG provides strategic and risk management advice to the President and the heads of the other Branches in the Agency and ensures transparency, accountability and ethical conduct. They ensure compliance with financial, comptrollership and legal principles, legislation and central agency policies and requirements.

Intent of the process

The intent of this process is to staff one (1) full-time indeterminate position in Winnipeg, Manitoba.

As the Canada Water Agency's head office is located in Winnipeg, the successful candidate will be expected to work from the Winnipeg office. No remote work arrangements will be granted.

Graduation with a degree from a recognized post-secondary institution in a related field of study or an acceptable combination of relevant education, job-related training and/or experience related to the duties of the position.

Degree equivalency

• Significant* experience in providing strategic leadership and vision in matters related to corporate services, finance services and/or human resource services
* Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately three (3) years at an executive level.

• Experience in setting strategic direction and providing advice to senior management.

• Experience in managing financial** and human resources.***
** Financial management: applicants must show evidence of managing and being accountable for a budget. This experience is defined as being responsible for sound financial planning, forecasting and reporting.

***Human resources management: applicants must clearly demonstrate that they have managed employees, including performance management, and developed or contributed to the development of human resources plans.
• Experience in stakeholder management and outreach, including building and maintaining effective relationships and communication channels with senior government officials and other external stakeholders

ASSETS EDUCATION
• A designation bestowed by the Chartered Professional Accountants of Canada (CPA Canada )
or
• Graduation with a degree from a recognized post-secondary institution; with relevant experience and/or training (e.g. Canadian Public Finance Accreditation program*) as determined by the Comptroller General of Canada.
*Canadian Public Finance Accreditation (CPFA). The CPFA is a specialized 2.5-year program designed to bolster the technical financial expertise of senior executives who do not hold an accounting designation.
