Duties

The Esquimalt Graving Dock (EGD) is the largest non-military hard bottomed drydock on the west coast of the Americas and is located at the south end of Vancouver Island at Esquimalt Harbour, in the Greater Victoria region. It is a federally owned and operated ship repair facility and is unique in that it operates as an “open access” “multi-user” facility. The terms “open access” “multi-user” describes a facility that provides common services (on a fee-for-service basis) to various commercial ship repair firms and provides access to dry dock infrastructure for a wide range of coastal and ocean-going vessels. Its principal stakeholders are the vessel owners that rely on the facility for repair, maintenance, and refit. This includes the Royal Canadian Navy, the Canadian Coast Guard and BC Ferries, as well as many foreign and private vessel owners (including cruise ship lines) that regularly use the facility. There are approximately 2000 personnel working on the grounds of the facility at any one time.

DESCRIPTION OF DUTIES AND RESPONSIBILITIES:
Under the functional authority of the Property Facility Manager the incumbent plans, oversees, monitors and administers property management for marine infrastrucure assets; plans and forecasts clients asset management service requirements, develops associated plans to meet objectives, manages a large number of contracts with private-sector companies simultaneously; acts as the Department’s official representative and provides clients with advice and guidance on asset management. Specific duties include but are not limited to the following:

• Prepare/review Statements of Work (SOW)
• Liaise with Real Property Contracting (RPC) or Acquisition Branch on contracts above our delegation of authority
• Review contractor submittals with assistance from colleagues when applicable:

o Confirm that the quote addresses the requirement of the SOW
o Validate health and safety documentation to ensure PSPC’s due diligence; liaise with Occupational Safety and Health officer if required
o Ensure the hazard assessment and safety plan considers physical health and safety as well as environmental protection
o Ensure standards, and guidelines are adhered to (such Asbestos management, Environmental protection, etc)
o Be mindful of Indigenous relationships, especially when ground disturbing work takes place

• Manage contracts once awarded
• After confirming the work invoiced has been completed as per the terms of the contract, process invoices or recommend the processing of invoices upon receipt to avoid interest charges
• Understand and adhere to GCdocs (records management) filing structure and guidelines and maintain detailed files for each contract or project to ensure the files are always audit ready
• Understand and always comply with the Financial Administration Act (FAA) using s.32, s.34 and s.41 appropriately
• Attend training sessions as mandated by the Department
