Telecommunications Sector: Its primary objective is for Canadians to connect to high-quality, world-class telecommunications services at affordable prices. The team also works so that these services safeguard, enrich, and strengthen the social and economic fabric of Canada and its regions. The team also regulate and supervise telecommunications in Canada pursuant to the Telecommunications Act.

Consumer, Analytics and Strategy Sector: The sector works to build partnerships and collaborative relationships with Canadians, Aboriginal peoples and official language minority communities, as well as with international institutions and key industry players and leaders. In addition to providing economic and financial analysis and advice, it supports the Commission's work by designing, managing and conducting surveys on the telecommunications and broadcasting industries and markets. This includes an annual survey of telecommunications on their broadband, mobile and transport networks to measure the digital divide and support funding programs to bridge it. The sector also reviews transactions related to the ownership of broadcasting and telecommunications companies, and ensures that the needs and issues of consumers, including people with disabilities, are at the heart of the Commission's work. Lastly, this sector also conducts technical and economic analysis on the licensing of TV and radio services, and maintains a focused role within the National Public Alerting System by ensuring that cellphone service providers, cable and satellite television providers, as well as radio and television broadcasters distribute emergency alerts to the public.

Intent of the process

This process will be used to staff one indeterminate position.

A pool of candidates will be established to staff similar positions within the Canadian Radio-television and Telecommunications Commission (CRTC).

All federal organizations listed in Schedules I, IV and V of the Financial Administration Act (FAA) may use this appointment process to appoint a candidate to its organization in a similar position.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
-Graduation with a degree from a recognized post-secondary institution in electrical engineering or in another engineering speciality relevant to the duties of the position.

Degree equivalency

Experiences:
-Experience (Note 1) conducting engineering studies or analyses in at least one of the following areas: broadcasting, wireless, telecommunications, IP technologies, network design and deployment, and satellite communications.
-Experience (Note 1) developing or applying policies, regulations, standards, or technical specifications.
-Experience (Note 1) working within project teams.
-Experience (Note 1) working effectively and independently on multiple assignments within a fast-paced and continuously evolving regulatory or technical environment.
-Experience (Note 1) providing advice and guidance on issues of a technical nature and involving technology matters.

Note 1: Experience is defined as experience associated with having performed a broad range of related activities of varied complexity that could normally be acquired over a period of two (2) years.

Asset Qualifications:
-Certification as a professional engineer in Canada with a specialization in electrical engineering or with another specialization relevant to the duties of the position.

-Experience conducting economic, socio-economic, geographic or statistical research and analysis.
-Experience analyzing and manipulating large and complex datasets using specialized software such as Alteryx.

Each question is divided into two parts. The first part consists of a simple question requiring a YES or NO answer. If your answer is “yes”, the second part will ask to fully demonstrate how you obtained this qualification.

Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through to the next stages of the assessment process. A cut-off score and top-down approach may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs. A random and/or top-down selection of candidates may be used in the determination of those to be given further consideration in the assessment process.
