Duties

The successful candidate will work in various office settings (Rigolet, and other locations when required) as well as on the land, outdoors in the national park reserve. Duties will include:

• Supporting relationship-building with community members in Rigolet and with Nunatsiavut Government.
• Researching and evaluating new and existing visitor experience and community outreach opportunities (e.g. presentations, activities, recreational, special events, interpretive products, trails, visitor accommodations, facilities and services).
• Providing input, advice and recommendations for new visitor experiences and/or community outreach opportunities.
• Attending and organizing meetings to collaborate with staff, partners and stakeholders.
• Collaborating with colleagues and partners, often via e-mail, video conference and phone when in-person meetings are not logistically possible.
• Providing analysis and support to develop agreements with partners/service providers (e.g. memoranda of understanding and service contracts).
• Identifying requirements and coordinating community awareness and/or visitor experience training for staff and partners.
• Participating on local and sometimes national project teams, networks and working groups.

Parks Canada is seeking a Nunatsiavut Community Liaison to lead community outreach in Rigolet and to help begin planning visitor programs for Akami-Uapishkᵁ KakKasuak-Mealy Mountains National Park Reserve. In the spirit of the Labrador Inuit Park Impacts and Benefits Agreement, Parks Canada and Nunatsiavut Government will collaborate to develop a work plan which reflects Labrador Inuit & community priorities and Parks Canada’s mandate.

Creating a new national park is a bold and exciting undertaking (currently there are only 47 across Canada), ideal for creative thinkers and talented multi-taskers. There will be no typical day: at times you may be working with your community to support developing tourism capacity. Other days you will be gathering stories of the land and ideas about how to share those stories with visitors. You may also be supporting visits and exploring the National Park Reserve with your colleagues or with partners. At times you may work in other Parks Canada offices, collaborating with your Parks Canada team on how Inuit perspectives will shape future programs.

Intent of the process

The results of this process will be used to fill one indeterminate position.

A list of qualified candidates will be established and may be used to fill similar positions of various tenures (temporary, indeterminate, full-time, part-time) and work locations.

Appointment in a developmental capacity may be considered if there are no qualified candidates available for appointment.

Education
An acceptable combination of education, training and experience such as traditional knowledge acquired from time spent on the land, immersion in Inuit culture, and/or the teachings of elders; and/or graduation from post-secondary studies in marketing, tourism, recreation, environmental studies, leisure or museum studies, or other discipline relevant to the position.

Degree equivalency

Experience
• Experience developing, coordinating and/or evaluating community or tourism experiences (e.g. recreational, special events, community meetings, interpretive products, trails, visitor accommodations, facilities and services).
• Experience collaborating with staff, partners and/or varied stakeholders.
• Experience working with Inuit communities and within an Inuit cultural context in Labrador.

Knowledge
• Knowledge of Inuit culture, Indigenous communities, as well as familiarity with partner groups, organizations and adjacent communities within the National Park Reserve.

Abilities
• Ability to find creative solutions to complicated problems.
• Ability to work with partners and different types of teams.
• Ability to communicate effectively in English, both orally and in writing.

Asset Qualification
• Knowledge of Inuktitut.
• Experience on the land in the National Park Reserve.
• Any certifications relevant to the position (ex. Wilderness First Aid, Snowmobile operator, vessel operator, etc.)

Operational Requirements
• Willingness to work irregular hours, overtime, weekends and/or statutory holidays and provincial/territorial holidays, when required.
• Willingness to travel regularly, including overnight, off site and/or weekends.
• Willingness to wear a Parks Canada uniform as required.

Conditions of employment

• Reliability Status security clearance.
• Possession of a valid Class 5 driver's license OR personal mobility to the extent normally associated with the possession of a valid driver's license within the limits of the Treasury Board Policy.
• In accordance with the Treasury Board Isolated Posts and Government Housing Directive, candidates proposed for posting to an isolated post will complete a confidential personal health declaration form for themselves and for their dependents (if any) prior to appointment and at specified intervals.
