Rate of Pay for RE-04: $80,900 - $104,200
Rate of Pay for RE-05: $101,700 - $129,300

These positions are also eligible for performance pay.

Duties

There are two distinct roles tied to this selection process. These two roles and their duties are:

1. Senior Researcher (RE-05 level): The Senior Researcher will lead key behavioural science research projects, lead research collaborations with partners or lead data collection and analysis for key datasets and surveys. The Senior Researcher will also provide support and mentorship for junior colleagues, provide advice to senior management on strategic research matters, lead projects and meetings with external stakeholders, and build and maintain relationships with external stakeholders and FCAC colleagues.

2. Researcher (RE-04 level): The Researcher will support the work of Senior Researchers and other colleagues, by providing advice on projects related to strategic or research matters, delivering progress reports, providing ongoing scanning, and monitoring of key financial literacy and consumer protection issues. The Researcher may also lead certain projects.

The successful candidates will join the Consumer Research and Experimentation (CRE) team in the Behavioural Finance Lab. The CRE unit is responsible for planning and conducting research on emerging trends and issues related to financial consumer protection and financial literacy, and designing and launching behavioural experiments to support better financial decision-making by consumers. The team leads the development and analysis of foundational datasets and surveys, experimental pilots, and behavioural interventions. The results are used to identify trends, strengthen the financial-wellbeing and resilience of individuals, and identify promising program and policy interventions. The team also represents FCAC at domestic and international research fora.

Work environment

The Financial Consumer Agency of Canada (FCAC) is a separate agency established in 2001 to protect consumers by supervising federally regulated financial entities and strengthening the financial literacy of Canadians. Today’s financial marketplace is complex, global and constantly in flux. Likewise, FCAC must be innovative and agile to remain a trusted authority in financial consumer protection.

FCAC is a small separate agency subject to the Public Service Employment Act (PSEA). We have our own unique classification system (RE and REX) with relevant equivalencies noted above and we offer the same pension as the core public administration. Intent of the process

The intent of this process is to staff a total of two (2) positions on a determinate basis.

STREAM 1: SENIOR RESEARCHER (RE-05 LEVEL): There is an immediate need to staff one position of Senior Researcher on a determinate basis for eighteen months.

STREAM 2: RESEARCHER (RE-04 LEVEL): There is an immediate need to staff one position of Researcher on a determinate basis for one year.

Preference may be given to applicants who are members of one or more of the following employment equity groups: Indigenous peoples, persons with disabilities and members of a visible minority group.

This selection process may be used to establish a pool of qualified candidates, which could be used to staff similar or identical positions for various locations, linguistic requirements, security profiles and tenures.

Indeterminate Government of Canada employees at the same group and level or equivalent may be considered for deployment.

EDUCATION (REQUIRED FOR BOTH STREAMS):

Graduation with a degree from a recognized post-secondary institution with a specialization relevant to the position such as, but not limited to Economics, Psychology, Sociology, or Statistics.

NOTE: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE REQUIRED FOR STREAM 1: SENIOR RESEARCHER (RE-05 LEVEL):

E1. Experience designing and leading research projects in a field relevant to the position such as, but not limited to social science (e.g., behavioural science, psychology), economic research, or statistical analysis.

E2. Experience in providing strategic advice to senior management (director or above) on complex research or policy issues.

E3. Experience in establishing and maintaining relationships with multiple internal and external stakeholders.

EXPERIENCE REQUIRED FOR STREAM 2: RESEARCHER (RE-04 LEVEL):

E4. Experience applying research methodologies to research projects in a field relevant to the position such as, but not limited to, social science (e.g., behavioural science, psychology), economic research, or statistical analysis.

E5. Experience leading research projects.

E6. Experience working with internal and external stakeholders.
