The Employee and Labor Relations Advisor will be responsible for working to support the organization in resolving workplace challenges and address labour relations issues. The incumbent will have an opportunity to work on operational issue, corporate issues and litigate issues that were not successfully resolved. The Parliamentary Protective Service (PPS) is a separate and distinct organization and is not subject to the Public Service Employment Act. PPS has its own classification, compensation system and staffing regime. Persons appointed to PPS continue to be part of the federal government and will receive the public service pension plan and public service insurance benefits plan.

EDUCATION:
A degree from a recognized university in a field related to the position such as human resources, industrial relations and administration OR an acceptable combination of training, education and/or experience related to the position.
EXPERIENCE(S):
E1 - Significant* experience in providing advice to management on complex or sensitive labour relations cases.
E2 - Experience in writing documents prepared for management to guide decision-making (such as: disciplinary reports, grievance precis, briefing notes, fact-finding or administrative investigation reports).
E3 - Recent* experience in the interpretation of collective agreements and employer policies.
E4 - Experience in providing guidance and advice to management on grievance procedures, performance management and disciplinary measures.
E5 - Experience in analyzing labour relations issues and preparing interpretation or recommendations for the Senior Advisors, Labour Relations or front-line supervisors.
DEFINITIONS:
*Recent means within the last five (5) years.
**Significant is defined as the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are acquired on a full-time basis over two (2) years.
KNOWLEDGE:
K1 - Knowledge and understanding of employment procedures, policies and collective agreements.
K2 - Knowledge and understanding of applicable laws, regulations, pertaining to labour relations.
ASSET EXPERIENCE(S):
AE1 - Experience working with union representatives to resolve issues.
AE2 - Experience in conflict resolution, negotiation, mediation, or facilitation.
AE3 - Experience working in a security or law enforcement environment.
AE4 - Experience in coordinating and participating union-management consultation meetings as well as drafting the meeting minutes and conducting the follow-ups.
