The positions incumbent will contribute to the delivery of the National Hydrological Services by providing civil and water resources engineering expertise in support of the collection, interpretation and dissemination of standardized water resource data and information across Canada. From a solid understanding of hydraulic principles, fluid mechanics related to open channels and hydrometric monitoring techniques the incumbent will provide expert support to our national operational program to address challenging hydrometric conditions. The incumbent must show initiative and work effectively both independently and in team environments, organize and participate in field data collection and engineering projects. More specific duties of a potential position may include some or all the following:
• Apply hydraulic principles to the collection and interpretation of water resource data and information.
• Based on a thorough understanding of open channel hydraulics and hydrometric monitoring techniques, make recommendations on approaches that can be used to improve the measurement of hydraulic variables necessary for effective and efficient monitoring of water resources.
• Evaluate and assist with the collection, review and presentation of water resources data to improve the understanding and/or management of water resource systems, provide advice on deficiencies, propose updates and modifications as necessary to improve hydrometric monitoring approaches in Canada.
• Investigate, evaluate, analyze, model, and design water resources systems. This could encompass the design of hydraulic infrastructure such as weirs, flumes and other flow measurement infrastructure or equipment.
• Discuss and evaluate results, and provide engineering expertise, guidance and interpretations on hydraulics, hydrometry and water management to monitoring technologists, water resources scientists, engineering staff, water management boards and international, federal and/or provincial partners to ensure the highest quality of information on water resources is communicated effectively.
• Work and interact with a variety of partners including indigenous peoples and other stakeholders, such as: government or private sector scientists, engineers, senior managers, internal and/or external clients, service providers, academic researchers, industry representatives, community leaders and the general public.
The intent of this process is to staff 1 position indeterminately within the Monitoring and Data Services Directorate (MDSD), Meteorological Service of Canada branch of Environment and Climate Change Canada.
A pool of qualified candidates may be established and used to staff similar positions in various locations, with various tenures, various security levels and various language requirements which may vary according to the position being staffed within Environment and Climate Change Canada.

Education:
Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, water resources engineering, electrical engineering, aeronautical engineering, geological engineering, naval architecture or some other engineering specialty relevant to the duties of the position.
Experience:
Experience in conducting hydraulic or hydrometric projects or studies.
Experience in data management, analysis and review, including applying statistical principles.
Experience in writing scientific and technical reports and/or documents.
Definition of Experience
A minimum of 2 years of experience in each element within the last 5 years and would include experience during academic study.

Asset Qualifications:
Education:
Graduation with a master's or higher degree with specialization in Water Resources from a recognized post-secondary institution.
Occupational Certification:
Currently registered as a Professional Engineer in Canada with specialization in an engineering specialty relevant to the duties of the position.
Experience:
Experience in the development and application of hydraulic models.
Experience in planning and conducting field campaigns for the acquisition of relevant water resources data in lake and river environments (e.g. hydrometric, hydraulic, hydrological, environmental, DEM data).
Experience with geospatial data and in the use of standard GIS tools (e.g., ArcGIS, QGIS, MapInfo).
Experience using data collection equipment for the purposes of obtaining and recording environmental data.
Conditions of employment:
- Successful pre-appointment and periodic category III health evaluations as per schedule.
- Driver’s license must be currently valid in a Canadian province or territory. Employees must be willing to drive.
- Requirement to travel occasionally for extended periods of up to 2 weeks.
- Requirement to occasionally work overtime.
- Requirement to complete mandatory corporate and occupational safety and health training and undertake field work that could include working in and around water, wading, working on cableways and bridges or on ice.
