Duties

The Resource Management Officer I (EG 03) delivers logistical, technical, and analytical services in applied science, monitoring and active management related to the field unit’s resource conservation program.

Duties include both field and office activities, such as:
• planning and implementing field activities.
• coordinating logistics.
• leading field staff.
• collecting data and samples in the field.
• implementing natural resource management and restoration activities.
• working with university researchers and other external partners.
• using and maintaining tools and scientific monitoring equipment.
• entering and organizing data and performing quality control verification.
• assisting with study design, data analysis, and preparation of scientific and technical reports and presentations.
• liaising and working with project partners; and
• contributing to other Parks Canada functions such as visitor experience, outreach, asset management and incident response operations.

Resource Management Officers spend time travelling in a variety of front country and remote wilderness and mountainous terrain, such as coastal, wetland, freshwater, forest, and alpine habitats. Work requires staff to be comfortable travelling and navigating in back country settings in summer and winter, including on foot (hiking, snowshoeing, etc.), by aircraft, and by field vehicles including snowmobiles and boats.

Parks Canada is a federal government agency responsible for the protection and preservation of Canada’s outstanding natural and cultural resources through a system of national parks, national marine conservation areas and national historic sites in all regions of Canada.

The Resource Conservation team at the Western Newfoundland and Labrador Field Unit is responsible for delivering programs in three national parks (Gros Morne National Park, Torngat Mountains National Park, and Akami-uapisku – KakKasuak – Mealy Mountains National Park Reserve) and four national historic sites. These programs include ecological integrity monitoring, active management of ecosystems, species at risk protection and recovery, environmental impact assessment, environmental protection, and ecological restoration. Resource Conservation staff also support the field unit in such activities as research permitting, providing scientific advice and support to park managers, working with external partners, and contributing to visitor programs and incident response operations.

Intent of the process

The results of this process will be used to fill one 9-month, seasonal position as an EG03, Resource Management Officer I.
This process will also be used to create a list of qualified candidates for other opportunities that may arise at the EG03 level in the Western Newfoundland & Labrador Field Unit, in various locations, with full or part-time hours for various tenures, such as: Indeterminate, Term, Acting Assignment or Assignment at level, depending on status of the selected candidate.

Education
Completion of a two-year post-secondary diploma related to environmental sciences and/or natural sciences (e.g. biology, ecology, forestry, geography), or an acceptable combination of education, training and experience in a field related to the position.

Degree equivalency

Experience
• Significant experience* travelling and working in the field or on the land.
• Experience participating in two (2) or more phases of field research projects (design, logistics, synthesis of background information, definition of data/sample collection requirements, data/sample analyses, and presentation of results and data collection.).
• Experience in using a variety of data/sample collection equipment and means of transportation.
• Experience contributing to the preparation of technical/scientific reports and manuscripts drafts, web site information, public presentation or displays.

* Significant means spending one or more days per week during the field season over multiple years.

Knowledge
• Knowledge of specialized technical and scientific equipment operation and maintenance requirements.
• Knowledge of terrestrial and marine environment, climate, vegetation, and wildlife characteristic of Gros Morne National Park.
• Knowledge of field methods in natural resource science and conservation (e.g. ecosystem management and restoration, species at risk monitoring and recovery, botany, wildlife science, forestry).

Abilities
• Ability to follow appropriate protocols for data/sample collection and compilations, and to conduct active resource management activities.
• Ability to manage and analyze spatial and non-spatial data using various software and applications.
• Ability to assist in the preparation and presentation of scientific reports and to communicate with a variety of audiences using a variety of techniques.

Asset Qualification
• Experience in freshwater fish (particularly salmonid) ecology including research, monitoring, restoration, and/or management.
• Experience in forest ecology and management, including for example forest inventory, silviculture, restoration, or protection.
• Experience in botany (plant taxonomy, identification, and survey methods). If possible, speak to your familiarity with plants typical of national parks and national historic sites managed by Parks Canada’s Western Newfoundland and Labrador Field Unit.
• Experience preparing, reviewing, and implementing environmental impact assessments and/or completing environmental surveillance.
• Experience working in northern, Arctic or Alpine environments.
• Experience working or travelling in remote / backcountry / wilderness areas or experience participating in multiday backcountry trips.
• Experience operating canoes or kayaks, motorized boats, snowmobiles, or ATVs.
• Experience with Search and Rescue and/or First Aid.

Operational Requirements
• Willingness to obtain First Aid and CPR Certification.
• Willingness to wear a Parks Canada uniform and prescribed protective equipment.
• Willingness to work irregular hours, overtime, weekends and/or statutory holidays and provincial holidays when required and possibly on short notice.
• Willingness and ability to hike long distances including multi-day hikes.
• Willingness to work and/or travel in varied terrain, weather conditions, isolated locations and by various means of transportation.

Conditions of employment

• Obtain and maintain Reliability Status security clearance.
• Possession of a valid class 5 driver’s license or equivalent
• Must be willing to undergo and pass pre-placement and periodic medical checks.
