Assessment accommodation

Rate of Pay for RE-04: $ 80,900 - $ 104,200
Rate of Pay for RE-05: $101,700 - $129,300

These positions are also eligible for performance pay.

Duties

There are four distinct roles tied to this selection process. These four roles and their duties are:

1. Senior Enforcement Officer (RE-05 level):The Senior Enforcement Officer is accountable for conducting investigations related to alleged breaches of market conduct obligations by federally regulated financial entities which are brought to FCAC’s attention, including through its supervision and monitoring activities. The Senior Enforcement Officer is responsible for conducting investigations consistent with FCAC’s established practices, methods and procedures; identifying and applying enforcement tools, drafting appropriate non-compliance notifications and related documentation, contributing to the development and implementation of remedial action plans, including recommendations related to the application of a range of administrative monetary penalties to reflect the severity and circumstances of a breach, and for providing functional guidance to junior enforcement resources.

2. Senior Supervisor (RE-05 level): The Senior Supervisor is accountable for conducting supervision and monitoring compliance of market conduct obligations by all federally regulated financial entities (FRFEs). These responsibilities may be carried through the management of a portfolio of FRFEs, or by conducting targeted reviews of identified thematic concerns across the financial industry (thematic reviews). The Senior Supervisor directly supports the consistent application of FCAC’s Supervision Framework; the consistent interpretation and application of policies and procedures; the monitoring of practices and processes to identify important and emerging compliance-related issues; and the implementation of best practices from an operational perspective and for providing functional guidance to supervision officers and colleagues. The Senior Supervisor is also responsible to provide recommendations and advice to senior management regarding the supervision of FRFEs.

3. Enforcement Officer (RE-04 level): The Enforcement Officer supports the conduct of investigations related alleged breaches of market conduct obligations by federally regulated financial entities which are brought to FCAC’s attention, including through its supervision and monitoring activities.

4. Supervision Officer (RE-04 level): The Supervision Officer supports and contributes to a range of supervision, risk assessment and monitoring activities consistent with FCAC’s mandate to ensure compliance of market conduct obligations by all federally regulated financial entities.

Work environment

The Financial Consumer Agency of Canada (FCAC) is a separate agency established in 2001 to protect consumers by supervising federally regulated financial entities and strengthening the financial literacy of Canadians. Today’s financial marketplace is complex, global and constantly in flux. Likewise, FCAC must be innovative and agile to remain a trusted authority in financial consumer protection.

Financial consumer protection is an integral part of the Government of Canada’s oversight of the financial sector. The Financial Consumer Agency of Canada (FCAC) ensures Federally Regulated Financial Entities (FRFEs) comply with consumer protection measures, promotes financial education and raises consumers’ awareness of their rights and responsibilities.

FCAC is a small separate agency subject to the Public Service Employment Act (PSEA). We have our own unique classification system (RE and REX) with relevant equivalencies noted above and we offer the same pension as the core public administration. Intent of the process

The intent of this process is to staff a total of two (2) bilingual positions at the BBB/BB level on an indeterminate basis. The designated workplace for these two (2) positions is Ottawa, Ontario.

STREAM 1 (RE-05 LEVEL): SENIOR ENFORCEMENT OFFICER AND SENIOR SUPERVISOR. There is an immediate need to staff one Senior Enforcement Officer position. There is also an immediate need to staff one Senior Supervisor position.

STREAM 2 (RE-04 LEVEL): ENFORCEMENT OFFICER AND SUPERVISION OFFICER. The staffing of these positions is anticipatory. The designated workplace for these positions may be Ottawa or Toronto, ON.

This selection process may be used to establish a pool of qualified candidates, which could be used to staff similar or identical positions for various locations, linguistic requirements, security profiles and tenures.

EDUCATION (REQUIRED FOR BOTH STREAMS):
Degree from a recognized post-secondary institution in commerce, business administration, law, economics, accounting, or social sciences or an acceptable combination of education and experience.  

An acceptable combination is defined as a postsecondary education and at least three (3) years of relevant work experience to the position being staffed. 

Degree equivalency

EXPERIENCE REQUIRED FOR STREAM 1 (RE-05 LEVEL):
E1. Significant* experience in conducting investigations, reviews, audits or evaluations in industries such as banking, health, or safety.
E2. Experience in writing reports, presentations or briefing material.
E3. Experience in establishing and maintaining collaborative partnerships with multiple stakeholders.
E4. Significant* experience conducting research, analyzing information and proposing recommendations.

Note: * Significant experience will be evaluated in terms of depth and breadth of activities, complexity and diversity of work performed, and level of autonomy. This is normally associated with having performed a broad range of activities, and normally acquired over a period of approximately two (2) years or more.

EXPERIENCE REQUIRED FOR STREAM 2 (RE-04 LEVEL):
E5. Experience conducting research, analyzing information and proposing recommendations.
E6. Experience writing reports, presentations or briefing notes.
E7. Experience establishing and maintaining effective relationships with a wide range of stakeholders.
E8. Experience interpreting and applying legislation or regulations.

EA1. Experience in providing advice and recommendation to management in a policy or regulatory context;
EA2. Experience in risk assessment or compliance evaluation;
EA3. Experience in interpreting or applying legislation or regulations in a legislative context; and,
EA4. Experience working on matters related to financial services or payments.

EXPERIENCE ASSET FOR STREAM 2 (RE-04 LEVEL):
EA5. Experience in the execution of compliance, regulatory or enforcement activities in an operational environment. These activities may include, but are not limited to, developing and implementing policies and procedures, conducting audits, compliance/supervisory examinations or investigations, reporting or quality control.
EA6. Experience providing interpretation and advice on compliance/supervisory matters associated with market conduct obligations.
