Intent of the process

The intent of this process is to create a pool of candidates to fill current and future vacancies on an indeterminate (permanent) basis in Petawawa, Ontario.

(1) Construction/Maintenance Contract Inspector Supervisor

This process may also be used to fill current and future vacancies with various employment tenures (temporary and permanent), language profiles, security requirements, and conditions of employment.

This process may also be used to staff future positions in Edmonton, AB; Toronto, ON; Valcartier, QC; Montreal, QC; Bagotville, QC; and St-Jean-sur Richelieu, QC.

EDUCATION:
Successful completion of at least a 2-year post-secondary education program in one or more of the following related fields:
• Construction Engineering Technician / Technologist (Various Disciplines)
• Project Management
• Business Management
• Facilities Management
• Contract Management
OR
Possession of a valid Red Seal Endorsement Certificate or Provincial/Territorial Journeyperson Trade Certificate
OR
Acceptable equivalent Canadian Armed Forces qualification

Degree equivalency

EXPERIENCE:
For Contracts Inspector and Contracts Inspector Supervisor:
EX1. Experience using applicable codes, standards, and material used in construction and maintenance
EX2. Experience working with various computer software programs such as MS Office (Excel, Word)

For Contracts Inspector Supervisor Only:
EX3. Experience supervising staff or contractors

ASSET QUALIFICATIONS

EDUCATION:
AED1. A journeyman competency certificate in a construction trade from the Commission de la construction du Québec (CCQ) or a specialized provincial or interprovincial certificate of qualification in a construction trade recognized in Canada

Degree equivalency

ASSET EXPERIENCE:
AEX1. Experience in contract inspection

AEX2. Experience with Department of National Defence (DND), Public Service and Procurement Canada (PSPC) Public Works and Government Services Canada (PWGSC) or Defence Construction Canada (DCC) contracting

AEX3. Experience working in a Construction Engineering Branch of a Canadian Forces Base

AEX4. Experience in the maintenance or construction of buildings or building systems

AEX5. Experience in managing contracts for services

AEX6. Experience using computers for communication, researching and documenting contractual information

AEX7. Experience to interpret contract drawings and documents and identify the nature of non-compliance and work defects.

AEX8. Experience with highway construction and/or maintenance practices including inspection, material sampling and testing, surveying, inspection and patrolling, to ensure oversight of contractor operations.

Conditions of employment

COE1. Reliability security status
COE2. Must maintain a valid Red Seal Endorsement Certificate or Provincial/Territorial Journeyperson Trade Certificate.
COE3. Must possess a valid unrestricted class “G” driver’s licence issued by the province of work to be performed.
COE4. Must be able to obtain and maintain a valid DND 404 driver’s license.
COE5. Ability to wear personal protective equipment used in a construction/maintenance environment
COE6. May be required to work in confined spaces, climb ladders, scaffolding and work from heights. Work may include but not limited to standing, climbing, walking, lifting, bending, pulling and/or pushing, grasping, reaching, stooping, and crouching, sitting, color determination, speaking and listening, and working in hot and cold environments for extended periods of time.
COE7. Willingness to travel to undertake training as required.
COE8. Must be willing and able to work overtime and/or be on standby or call back
