Duties

Real Property Operations Section Toronto (RPOS TOR) is located within Denison Armoury, Toronto ON. As a Unit, RPOS TOR is responsible for the development, management and maintenance of all DND infrastructures in the Greater Toronto Area (GTA) and Southwest Ontario.

As a Junior Engineer, you will support program development and management by validating project requirements, incorporating Government of Canada initiatives, and prioritizing projects for planning. During project development, you'll collaborate with DND stakeholders and GoC contracting authorities to develop Statements of Requirements (SOR), Scope of Work (SOW) and Rough Order of Magnitude (ROM) cost estimates, to produce detailed project tender documents. During project execution, you'll engage design consultants and contracting authorities, to ensure compliance with tender documents. Additionally, in collaboration with DND contract coordinators, you’ll be responsible to monitor project progress, cost, and schedule. As the DND project Technical Authority, you’ll review and approve all change requests, communications with stakeholders, and complete necessary administrative tasks for project closeout.

EDUCATION⤵
ED1. Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, aeronautical engineering, geological engineering, naval architecture or some other engineering specialty relevant to the duties of the position.

Note:
1. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

Degree equivalency

EXPERIENCE⤵
EX1. Experience developing or reviewing Terms of Reference (ToR) or Scopes of Work (SoW) for consultants or general contractors relating to infrastructure maintenance projects or construction projects (including buildings, roads and utilities).

EX2. Experience conducting technical reviews or preparing Computer Assisted Drawing (CAD) designs with specifications for infrastructure maintenance or construction projects to be used specifically for tendering purposes.

AEX1. Experience preparing cost estimates and conducting Business Case Analysis or Options Analysis for senior management.
AEX2. Experience leading or managing project teams in a multidisciplinary design environment related to building infrastructure or utilities management.
AEX3. Experience conducting technical studies and evaluations of infrastructure (buildings, roads and utilities) or participating in facility condition studies/assessments.
AEX4. Experience as an Electrical Engineer inspecting building electrical systems, evaluating system performance or operations (power quality and harmonic analysis), conducting fault and arc flash analysis and reviewing or evaluating protection settings for Low and Medium Voltage distribution systems.
AEX5. Experience as a Civil or Structural Engineer inspecting building structural systems (building envelope and structural supports) and evaluating civil or municipal system performance or operations (sanitary systems or water distribution systems or road or pavement conditions).
AEX6. Experience as a Mechanical Engineer inspecting building mechanical systems (district energy, heating, ventilation, cooling, plumbing and building mechanical equipment) and evaluating facility related mechanical system performance/operations.
AEX7. Experience using National Master Specifications (NMS) to tender infrastructure maintenance or construction projects for contract.
AEX8. Experience working in the Federal Public Service or in Defence Construction Canada.
