Duties

💡 The Planning and Reporting team is responsible for all strategic planning initiatives across IAAC. This includes internal corporate planning (e.g., Integrated Operational Plan), Parliamentary Reporting (e.g., Departmental Plan, Departmental Results Report, Departmental Sustainable Development Strategy), and other reporting to the Treasury Board of Canada Secretariat (e.g., Departmental Results Framework, Service Inventory).

The Results team is responsible for ensuring ongoing performance measurement is systematically monitored and reported on for IAAC’s programs, policies, and initiatives. A small team is also responsible for ensuring ongoing learning and continuous improvement by conducting neutral evaluations of IAAC’s programs, policies and initiatives. The team is also responsible for the Corporate Risk.

Intent of the process

The Planning, Reporting and Evaluation Division is looking to staff the following positions:

✔ Program Analyst / Officer (EC-04)
✔ Performance & Evaluation Officer (EC-05)

📋 While this process is to staff 3 positions, a pool of qualified candidates may be established and may be used to staff similar positions with various tenures (acting, assignment, deployment, indeterminate, secondment) within the Federal Public Service. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
🎓 Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
• Experience in critically analyzing qualitative and/or quantitative data and proposing solutions.
• Experience in identifying, analyzing, interpreting, and synthesizing data and information, including between data sets/sources.
• Experience in providing strategic policy and planning advice, and in making recommendations. (EC-05 only)
• Experience in the preparation of clear and concise reports and presentations. (EC-05 only)

ABILITIES:
• Ability to provide strategic policy and planning advice and make recommendations. (EC-04 only)

ASSET EXPERIENCE:
• Experience in qualitative research (e.g., interviews, focus groups, content analysis, etc.), including designing data collection tools (e.g., interview/focus group guides), data collection, and data analysis techniques (e.g., systematic analysis to identify patterns, developing and implementing code lists or categories) to assess relevance, effectiveness (program/policy contribution/attribution analyses), experimentation impacts, net impacts, etc.
• Experience developing or contributing to corporate results products such as Departmental Results Report, performance indicator target setting in Departmental Plan, Departmental Results Framework or other performance measurement planning and reporting documents for the Government of Canada.
