Intent of the process

The intent of this selection process (anticipatory) is to fill different vacant positions. A pool of qualified or partially qualified candidates could be created and used to staff the same or similar positions with varying tenure of employment (indeterminate, term, deployment, assignment, secondment, acting), various security clearance levels and various linguistic profiles within the Public Service of Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
• A degree from a recognized post-secondary institution, with acceptable specialization in accounting, finance, business administration, commerce, or economics AND experience related to positions in the Financial Management subgroup.

Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).

‘’Eligibility’’ means a candidate has met all academic and occupational requirements, including those with respect to degrees, examinations, and experience, without having to have obtained or maintained actual registration, certification or membership in a professional association.

Degree equivalency

Experience:
• Significant* experience in one (1) or more of the following areas of financial management:
o Resource planning, budgeting and forecasting;
o Preparing and/or reviewing Cabinet documents (Treasury Board Submissions and/or Memorandum to Cabinet);
o Producing external reports such as the Public Accounts of Canada and/or Financial Statements;
o Providing Financial Management Advisory Services;
o Interpreting, applying or analyzing financial policies and instruments;
o Internal controls;
o Accounting Operations (Payables/receivables);
o Corporate Accounting;
o Costing;
o Departmental grants and contributions management (including policy and advice); or
o Implementation or management and maintenance of financial systems (SAP/Oracle).
• Significant experience* in extracting, compiling and analyzing financial data; and
• Significant* experience in preparing reports on complex** financial matters.

Definition:
* In the context of this advertisement is defined as being ‘’significant’’ in which the person’s primary responsibilities include these duties and refers to the breadth and depth as well as the complexity of tasks that could be expected to have been obtained by carrying out the functions over at least 18 months in the Government of Canada or in the Private sector as a financial officer or at an equivalent level.

**Complex: refers to situations that require knowledge of many intricate or interconnected elements and of the relationships between these elements to arrive at a solution.

• Possession of a recognized professional accounting designation (CA, CMA, CGA, CPA).

Degree equivalency

Experience (ASSETS):

• Experience using Microsoft Power BI or other business intelligence or data analytics tools;
• Experience in the use of an SAP Financial System;
• Experience in managing a team;
• Experience in managing Grants and Contributions (including policy and advice);
• Experience in the Treasury Board Secretariat submissions process and/or Costing; and
• Experience in internal control.
