The Senior Program Development Officer position supports hybrid work, offering the employee an opportunity to perform a combination of onsite and offsite work under an annually reviewed work arrangement, with the on-going objective to balance operational requirements with employee individual circumstances and work preference. The Program Delivery Branch is one of six business lines within the Western Canada and Territories Region of Service Canada, focusing on the delivery of community-based programs to improve Canadian society and strengthen the Canadian labour market.
Work is typically carried out in a hybrid model, a combination of onsite and offsite work. On site is in an open office environment.
The work may require travel for meetings, presentations, and site visits to other locations to meet with community partners. During key periods of a program life cycle, such as during a new call for proposals cycle, there is a need to meet tight deadlines and address multiple priorities.
Day to day work activities may include:
o Analyzing the needs of partners, employers or third parties and developing appropriate information to respond to these needs.
o Developing problem solving strategies when meeting with community partners, employers or third parties and achieving consensus among the communities of interest.
o Analyzing and assessing proposals and making recommendations to local management on acceptance or rejection of proposals and possible financial investments on behalf of ESDC/Service Canada.
o Negotiating agreements, ensuring roles and responsibilities of project partners are appropriately considered, activities and financial levels have been agreed to, and agreements consider expected outcomes.
o Undertaking activity and financial monitors; these can be virtual, paper based, or require travel to an on-site location.
The intent of this process is to create a pool of qualified candidates to staff positions within Service Canada in various locations across British Columbia, Alberta, Saskatchewan, Manitoba, Yukon, Northwest Territories, and Nunavut.
This pool could also be used to staff similar positions of various tenures within Employment and Social Development Canada in the Western/Territories (W-T) Region.
