Ottawa Research Centre (ORC):
Since the early 1970s, the ORC has grown into a world-class centre for electromagnetic sciences research. The centre conducts research and provides advice in the areas of cyber operations, communications electronic warfare, radar electronic warfare, space domain awareness and operations, radar systems for intelligence, surveillance, and reconnaissance (ISR) and command and control (C2), space radio frequency intelligence, continental defence modelling, position, navigation, and timing (PNT), and defence communications.

Intent of the process

The intent of this process is to fill six (6) positions total on an indeterminate or term basis at the Ottawa Research Centre in Ottawa, Ontario.

A pool of partially or essentially qualified candidates may be established through this process and may be used to staff identical or similar positions for current and future vacancies in various locations with various employment tenures and language profiles within the Department of National Defence.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
ED1. Graduation with a doctoral degree from a recognized post-secondary institution with specialization in engineering, chemistry, physics, biology, economics, sociology or some other specialty relevant to the position; or
Graduation with a master’s or bachelor’s degree with specialization in a field relevant to the position, coupled with acceptable experience.

Note:
The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

Degree equivalency

Experience:
EX1. Experience in conducting and reporting on an experimental research project with experimental methods, including data acquisition and analysis.
EX2. Experience in computer-based data analysis, modeling or simulation using high-level programming languages (e.g., MATLAB, Python, C++, or similar) to analyze the behaviour of complex systems.
EX3. Experience in having published in peer-reviewed open scientific publications, literature or analytical reports.

Asset Experience:
AEX1. Experience developing or operating electronic warfare systems, radar systems or radio communications systems.
AEX2. Experience implementing digital signal processing (DSP) algorithms in software (e.g., for an embedded processor) or hardware (e.g., for a field programmable gate array (FPGA)).
AEX3. Experience in wireless networking and protocols.
AEX4. Experience in any of the following: satellite communication, radio propagation, Radio frequency (RF) components, antenna design, software-defined radios, software-defined networking, quantum communications, quantum Radio frequency (RF) sensing, or basic radar theory.
AEX5. Experience in any of the following: space surveillance imagery, astrometric and photometric measurements of satellite motion, orbital manoeuvres, space operation, or satellite manufacturing.
AEX6. Experience in any of the following fields: cyber security; network penetration testing; artificial intelligence or reasoning systems.
AEX7. Experience in working with electronic circuits or signal processing.

Information on employment equity

As a result of workforce adjustment, affected indeterminate DND employees within the Aerospace Engineering Test Establishment (AETE - UIC 2671) at 4 Wing Cold Lake or within the British Army Training Unit Suffield (BATUS – UIC 7777) at Canadian Forces Base Suffield will be appointed or deployed to positions for which they are qualified ahead of other candidates.

Operational Requirements:
OR1. Willing and able to occasionally work outdoors, in remote locations, on military aircraft, ships or ground vehicles.
OR2. Willingness and ability to travel both nationally and internationally on occasion.
OP3. Willingness and ability to work occasional overtime, especially during field work.
