Work environment

The Correctional Service of Canada (CSC) is the federal government agency responsible for administering sentences of a term of two years or more, as imposed by the courts. CSC is responsible for managing institutions of various security levels and supervising offenders under conditional release in the community. The Technical Services and Facilities Branch manages CSC's 74 properties. With institutions and properties at varying stages of their lifecycle, the Facilities Branch provides technical services for property and building. It also provides administrative and support services to CSC in several areas.

Intent of the process

Although the immediate intent of this Job Opportunity Advertisement is to staff indeterminately, applicants should be aware that a pool of qualified candidates (fully assessed or partially assessed) may be established and may be used to staff similar positions at this group and level with various language requirements listed in the Language Requirements section. In addition, this process may be used for various tenures (acting appointments, assignment, deployment, indeterminate, specified period, secondment), various security requirements, various locations, and conditions of employment. ESSENTIALS QUALIFICATIONS
EXPERIENCE:
EX1: Experience* planning, managing, executing, and delivering a program of major capital construction projects.
EX2: Experience* in providing advice and recommendations to senior management (Director level and above) on complex** issues.
EX3: Experience* managing financial resources, which includes managing a budget, allocation of financial resources, financial planning, forecasting, and reporting.
EX4: Experience* in the management of human resources and performance management.

*Experience is defined as the depth and breadth normally acquired by performing a broad range of activities associated with performing the full duties for a period of approximately two (2) years.

**Complex is defined as issues with at least two (2) of the following characteristics: multidimensional, sensitive, confidential, affecting many stakeholders, or precedent setting.

ESSENTIALS QUALIFICATIONS
EDUCATION:
ED1: Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, aeronautical engineering, geological engineering, naval architecture or some other engineering specialty relevant to the duties of the position.

ED2: Graduation with a degree in architecture from a recognized post-secondary institution.

Degree equivalency

ASSET QUALIFICATIONS
AT1: Certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.
AT2: Certification as a professional architect in Canada.
AT3: Project Management Professional certification.
AT4: Experience in contracting for professional services or construction contracts.
AT5: Experience conducting negotiations related to project or contract management.
AT6: Experience in construction arbitration process.
AT7: Experience in computer-based project management tools and techniques.
AT8: Experience of the construction project management field including quality management and risk management practices.

OPERATIONAL REQUIREMENTS
Willingness and ability to travel within Canada on a regular basis.
Willingness and ability to visit correctional facilities across Canada.
