Assessment accommodation

Duties

Determining, designing and developing data collection strategies, techniques and methods used in the intelligence process by collecting, evaluating, interpreting, and analyzing information to identify criminal trends and patterns and to develop tactical, operational and strategic intelligence products.

Identifying and/or illustrating associations, criminal trends, patterns, series and behaviours and locating intelligence gaps to influence and guide in setting operational priorities, resource allocation and direction to the investigation team leaders and management and contribute to the implementation of crime reduction strategies.

Providing advice on complex criminal investigations, assessing intelligence and providing tactical, operational and strategic analysis for judicial purposes, including the possibility to testify as a witness in court.

Establish a network of internal and external contacts for identifying criminal trends, exchanging information and criminal intelligence.

Communicating analytical findings and participating in presentations as an expert criminal intelligence resource and attending, conducting and organizing conferences and training courses.

Work environment

The Royal Canadian Mounted Police is seeking highly motivated Intelligence Analysts. You will be part of a highly skilled multidisciplinary team with a mandate to assist in the identification, analysis, investigation and disruption of criminal activity.

Your significant operational role will enhance Canada’s public safety and safeguard its citizens and vital systems. You will create actionable intelligence products on emerging key issues.

Intent of the process

The intent of this process is to create a pool of qualified candidates at the EC-04/ESS-04 and EC-05/ESS-05 levels.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

1. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
STREAM 1 (EC-04 / ESS-04):

Significant experience* in intelligence analysis (in at least one of the following: tactical, operational, strategic) including researching, collecting, evaluating and analyzing information to provide recommendations for decision makers.

Significant experience* in developing or applying analytical techniques or qualitative/quantitative methodology to advance a file or project (defined as tactical/investigative, operational or strategic intelligence).

Significant experience* in preparing and presenting briefing material for decision-makers to advance a file or project (defined as tactical/investigative, operational or strategic intelligence).

Significant experience* establishing and maintaining partnerships** with at least two (2) of the following: domestic or international law enforcement or intelligence agencies; government agency/departments academic communities; private sector.

Notes:
* “Significant” is defined as the depth and breadth of experience that would normally have been gained performing the duties for a minimum of two (2) years.
** “Partnerships” refer to outside of the applicant’s existing agency or department.


STREAM 2 (EC-05 / ESS-05):

Significant* and recent** experience in intelligence analysis (in at least one (1) of the following: tactical, operational, strategic) including researching, collecting, evaluating and analyzing information to provide recommendations for decision makers.

Significant* and recent** experience in developing or applying analytical techniques or qualitative/quantitative methodology to advance a file or project (defined as tactical/investigative, operational or strategic intelligence).

Recent** experience in preparing and presenting briefing material for decision-makers to advance a file or project (defined as tactical/investigative, operational or strategic intelligence).

Significant* experience establishing and maintaining partnerships*** with at least two (2) of the following: domestic or international law enforcement or intelligence agencies; government agency/departments academic communities; private sector.

Notes:
* “Significant” is defined as the depth and breadth of experience that would normally have been gained performing the duties for a minimum of three (3) years.
** “Recent” is defined as experience gained within the last five (5) years.
*** “Partnerships” refer to outside of the applicant’s existing agency or department.
