Duties

The Human Resources Manager is responsible for the supervision of four direct reports and provides HR client services to the Mount Revelstoke & Glacier National Parks Field Unit as well as the Highway Operations Unit.

Intent of the process

The current need is to staff one permanent full-time vacancy at the PE-04 level.

This process may be used to create a list of qualified candidates to staff similar positions with various tenures, security levels or linguistic requirements in same or other parts of the country.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.
OR
Certification as Chartered Professionals in Human Resources;
OR
Graduation with a degree from a recognized post-secondary institution with acceptable experience in human resources.

Grandparenting Clause:
Indeterminate and term incumbents of positions in the PE group on September 1, 2004 at Parks Canada or in the Public Service who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. Further, employees at Parks Canada who were appointed in the PE group on an indeterminate basis between September 1, 2004 and October 3, 2008, when this standard was amended, are also deemed to meet the minimum education standard.

Degree equivalency

EXPERIENCE
EX1: Recent and significant* experience in providing corporate or operational human resources services in at least two (2) of the following disciplines and/or functions including but not limited to: Labour Relations; Classification; Staffing/Resourcing/Recruitment; Learning and Professional Development; Human Resources Planning; Disability Management
EX2: Experience in providing strategic** advice and support to management and senior management on a wide variety and scope of HR issues, including complex*** HR files
EX3: Experience managing or leading**** human resources. (see notes)

NOTES:
*”Recent and significant” is defined as the depth and breadth normally acquired through performance of the duties for a period of approximately three (3) years, acquired within the last five (5) years.
** Strategic advice includes planning, consultation, analysis and/or implementation of HR services for an organization and in consultation with management of an organization in order to effectively achieve program and/or client operational objectives.
***Complex files include those that have multiple interrelationships and interdependencies, as well as, those that involve multiple stakeholders.
**** Experience in managing Human Resources is defined as: having supervised staff, assigned work, managed and assessed performance, and developed or contributed to the development of staffing plans.
Experience in leading Human Resources is defined as: applicants must clearly demonstrate that they have led people or work teams and oversaw work activities, provided day-to-day operational and functional guidance to staff, coordinated and assigned workloads, developed job aids, and provided coaching, mentoring and formal training.

Conditions of employment

Reliability Status security clearance

• Valid Class 5 driver's license
• You must be willing to work overtime.
• You may be required to work shift-work and/or weekends and/or statutory holidays and/or provincial/territorial holidays, as scheduled by your delegated manager.
• You will be required to travel extensively in the performance of your duties
• You may be required to wear a uniform while performing your duties. In this case, Parks Canada will provide you with the uniforms you require in accordance with the Parks Canada Uniform Policy
