Duties

• Manages human and financial resources and provides overall direction to national laboratory forensic programs; and advises senior managers on program priorities, plans and change management processes.
• Provides expert advice and guidance to senior RCMP managers; and to federal government senior managers, officials and advisory committees on the need for legislative and policy changes; and on the development of new legislation and policies in order to improve workflow processes to respond to events.
• Develops national program plans and performance management frameworks in accordance with FS&IS and RCMP strategic priorities and objectives.
• Identifies, investigates and addresses current and future operational or program problems, concerns and deficiencies; develops protocols and procedures and strengthens capabilities to respond to and to handle emergencies (e.g. biological events).
• Monitors new technologies and methodologies in the international forensic community for potential program implementation and directs research and development of new applications, technologies and workflow.
• Manages strategic alliances and partnerships at the local, provincial, national and international levels.

Work environment

Work is normally conducted in a laboratory environment where there is exposure to a variety of occupational hazards (biological, chemical, physical), some of which are not readily identifiable and as such an awareness of these risks must be maintained and appropriate safety procedures observed. There is significant exposure to unsettling and/or graphic material. As part of the criminal investigation process, there is lack of control over the pace of work and there is no tolerance for error.

WORK LOCATION:
Preferred work location: 1200 Vanier Parkway, Ottawa, ON

Consideration will be given to the possibility of working in another RCMP laboratory (i.e. Edmonton or Surrey site) at the time of appointment/hiring.

Intent of the process

The immediate need is to staff one position on an indeterminate basis, with a linguistic profile of Bilingual Imperative BBB/BBB with an RCMP Enhanced Reliability with Secret security clearance.

A pool of candidates may be established and may be used to staff similar positions within the RCMP in the National Capital Region on an indeterminate or specified period (including term, acting, or assignment) basis, with various linguistic profiles and various RCMP security clearances.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Education:
Graduation with a degree from a recognized post-secondary institution in a natural, physical or applied science with specialization in a field relevant to the duties of the position.

NOTE: The courses for the specialization must be acceptable and relevant to the functions of the position. Transcript of your courses will be required to validate courses taken.

Degree equivalency

Certification/Qualification:
Successful completion of a toxicology understudy program or equivalent* leading to qualification as a Drug Specialist in an accredited forensic laboratory.

*Equivalent is understood to mean a qualified individual who may direct the analysis of forensic casework samples, interprets toxicology analysis results (i.e., drugs) and reaches conclusions, prepares forensic laboratory reports and that can provide expert opinion testimony in a court of law.

Experience:
Significant experience** in managing scientific teams in an accredited laboratory (or with an ISO quality control system or equivalent).

Experience in managing human resources within a laboratory environment.

Experience in managing financial and /or material resources (e.g., procurement) within a laboratory environment.

Significant experience** in providing strategic advice and recommendations on complex scientific issues including program policy or operational issues to senior management***.

Experience in writing complex documents such as policy, strategic plans, corporate planning and priorities, audit, program reviews, validation documents and scientific papers.

Experience building cooperative and effective relationships with internal and external stakeholders, or partners and clients.

**Significant is defined as the breadth, depth, and complexity of experience normally associated with full time performance of duties over a period of two (2) years.

*** Senior Management is defined as Director General, Directors, Inspectors and Superintendent Level and above, and also includes General Managers and Program Managers.

Knowledge:
Knowledge of Canadian laws and regulations with respect to impaired driving offences.

Knowledge of methods, techniques, practices and workflows related to forensic toxicology analysis including the interpretation of results (i.e., drugs analysis).

Knowledge of quality management systems relevant to a laboratory.

Abilities/Skills:
Ability to communicate effectively orally

Experience:
Experience working with other laboratories and/or other government department/agencies related to the application of science for forensic or legal purposes such as the Centre of Forensic Sciences, Laboratoire de sciences judiciaires et de médecine légale, Health Canada and university or private laboratories.

OPERATIONAL REQUIREMENTS
